Roberts, EIT, MEng, MBA, Public Works Directo RE: P.R. 22484—Purchase of one (1) Mack Terrapro 64R Truck for e Solid Waste - Container Division from Volvo & Mack Trucks of Waco, Texas,through the TIPS Cooperative Purchasing Program Introduction: This agenda item requests Council's approval for the purchase of one (1) Mack Terrapro 64R container truck for the Solid Waste—Container Division. Background: The Public Works Solid Waste — Container Division (Commercial) collects waste from businesses (e.g., apartment complexes, restaurants) in City-issued dumpsters. A new container truck was requested to supplement the current fleet and to accommodate the new industry coming online in the Sabine Pass area. The City Council approved the purchase of the above equipment in its 2022-2023 budget. Budget Impact: Volvo & Mack Trucks of Waco, Texas, provided a competitive quote for one (1) 2023 Mack Terrapro 64R truck for $342,081.96 through the TIPS Cooperative Program. The trucks will be funded by certificates of obligation through the Capital Improvement Fund Account, account number 307-50-000-8522-00-10-000. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1)MACK TERRAPRO 64R CONTAINER TRUCK FOR THE SOLID WASTE-CONTAINER DIVISION FROM VOLVO&MACK TRUCKS OF WACO, TEXAS, THROUGH THE TIPS COOPERATIVE PURCHASING PROGRAM FOR$342,081.96.FUNDING IS AVAILABLE THROUGH THE CAPITAL IMPROVEMENT FUND ACCOUNT,ACCOUNT NUMBER 307- 50-000-8522-00-10-000 WHEREAS, the Public Works Solid Waste — Container Division collects waste from businesses throughout the City; and, WHEREAS, a new container truck was requested to supplement the current fleet and to accommodate the new industry coming online in the Sabine Pass area; and, WHEREAS, the City Council approved the purchase of one container truck in its 2022- 2023 fiscal year budget; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs such as the TIPS Cooperative Purchasing Program as an alternative to a formal bid process; and, WHEREAS, pursuant to Resolution Numer 12-008, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the TIPS Cooperative Purchasing Program; and, WHEREAS, Volvo & Mack Trucks of Waco, Texas, is part of the TIPS Cooperative Purchasing Program under contract number 200802 and submitted a competitive quote for one (1) Mack Terrapro 64R commercial truck for$342,081.96 attached hereto as Exhibit A. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: PR No.22484 10/27/2022 FCR Page 2 of 3 THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to purchase one (1)Mack Terrapro 64R container truck for$342,081.96,through the TIPS Cooperative Purchasing Program; and, THAT, funding for this purchase is available in the Capital Improvement Fund Account, account number 307-50-000-8522-00-10-000; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
