HomeMy WebLinkAboutPO 7107: RETIREMENT OF POLICE CANINE "AYTON", TRANSPERRING OWNERSHIP TO OFFICE GREGORY MOUTON P.O. 7107 JLH 10/03/2022 ORDINANCE NO. AN ORDINANCE AUTHORIZING THE RETIREMENT OF POLICE CANINE "AYTON" AND TRANSFERRING THE OWNERSHIP OF THE CANINE TO THE PERSONAL CARE OF OFFICER GREGORY MOUTON. WHEREAS, the Police Department has a police canine known as Ayton that has been in service for the City of Port Arthur for the past 4 years and was assigned to K-9 handler Officer Gregory Mouton. Officer Mouton is no longer employed with the City; and WHEREAS, the City of Port Arthur Police Department' s Canine Coordinator has written a letter attached hereto as Exhibit "A" explaining that Ayton is not capable of performing his duties under the direction of a new trainer; and WHEREAS, it has been deemed that it would be in the best interest of the City to retire Ayton' s service based on the information provided by the canine coordinator. Due to the remaining useful life of Ayton, it has been determined that the fair market value is $500 . 00 ; and WHEREAS, Officer Mouton has agreed to take possession and ownership of Ayton and assume all future expenses and liability involved in the care and maintenance of the canine, t with the agreement that he will no longer be used for police purposes; and WHEREAS, it is deemed in the best interest of the City to approve the retirement and transfer of Ayton to Officer Mouton to personally care for and assume all responsibility and future care and cost of ownership. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct . Section 2 . That the City Council of the City of Port Arthur hereby authorizes the retirement of police canine 1 P.O. 7107 JLH 10/03/2022 "Ayton" and the transfer of the ownership of the canine to the personal care of Officer Gregory Mouton, who agrees to pay the City the assessed fair market value, assume all future responsibility, ownership, cost and care of the canine . Section 3 . That Officer Gregory Mouton shall sign this ordinance agreeing to the terms therein. Section 4 . That a copy of the Ordinance shall be spread upon the Minutes of the City Council .
