RE: PR 22851 —Youth Employment Program
Introduction:
The intent of this Agenda Item is to seek City Council's approval for utilizing pre-employment
workforce training funds to implement the PAEDC 2023 Youth Employment Program.
Background:
Since the Youth Employment Program's inception in 2019,local employers have retained Port
Arthur youth by putting qualified youth to work with a good paying salary, the opportunity to be
promoted, and has allowed Port Arthur the luxury to retain our youth so that they can work and
attend the local community college. The PAEDC Board of Directors approved the use of the
PAEDC Pre-Employment Training Program funds to establish a 2023 Youth Employment
Program for up to twenty(20)2023 high school graduates that are Port Arthur residents, providing
payment of their wages not to exceed$13.00 per hour and to place them with jobs matching their
career goals. The Board of Directors of the City of Port Arthur 4A Economic Development
Corporation has also found that the PAEDC 2023 Youth Employment Program will provide job
opportunities for high school graduates who already possess job-related skills and the knowledge to
"learn as they earn".
Budget Impact:
The PAEDC Youth Employment Program will help up to (20) graduating Port Arthur students that
are Port Arthur residents, providing payment of their wages not to exceed$13.00 per hour and to
place them with jobs matching their career goals not to exceed $83,200.
Recommendation:
It is recommended that the City Council of the City of Port Arthur authorize the Port Arthur EDC
to move forward with utilizing pre-employment workforce training funds not to exceed $90,000 to
I implement a 2023 Youth Employment Program.
