RE: PR 22812 Materials for By-Pass Pump Header Materials for the Port Acres
Wastewater Treatment Plant Influent Lift Station
Introduction:
The intent of this Agenda Item is to seek City Council's authorization for the City Manager to
purchase materials to set up a by-pass pump header for the Port Acres Wastewater Treatment
Plant (WWTP) Influent Lift Station (ILS). Midwest Flow Control Products of Olathe, Kansas
and Core & Main of Beaumont, Texas submitted bids. Funds are available in ARPA Account
No. 169-07-015-8516-00-40-000, Project No. ARP015.
Background:
The Port Acres WWTP ILS is in danger of failure. The Water Utilities Department has
determined that a by-pass pump header would facilitate the installation of temporary diesel
pumps in the event of failure, minimizing sewage overflows and protecting public health and
safety. The header assembly will also be used when the ILS is offline during rehabilitation. An
application for $5.0 million was made on June 27, 2022 to COVID-19 Hazard Mitigation
Program 2022 by Ardurra for the rehabilitation and a determination is expected in December.
The Water Utilities Department staff has designed a by-pass pump header solution that would
require various materials. Midwest Flow Control Products of Olathe, Kansas and Core & Main
of Beaumont, Texas submitted bids. The bids were solicited to allow the City to select the
lowest bid on each item. Funds are available in ARPA Account No. 169-07-015-8516-00-40-
000, Project No. ARP015. The total for Midwest Flow Control Products of Olathe, Kansas is
$25,720.18 and the total for Core & Main of Beaumont, Texas is $130,319.54 for a total
projected budgetary impact of$156,039.72.

The installation of these materials will be under separate construction contract to be bid based
on the delivery date of the materials.
Budget Impact:
Funds are available in ARPA Account No. 169-07-015-8516-00-40-000, Project No. ARP015.
The total for Midwest Flow Control Products of Olathe, Kansas is $25,720.18 and the total for
Core & Main of Beaumont, Texas is $130,319.54 for a total projected budgetary impact of
$156,039.72.
These materials were bid in accordance with American Rescue Plan Act (ARPA) guidelines to
allow utilization of the ARPA funds.
Recommendation:
It is recommended that City Council approve PR No. 22812, authorizing the City Manager to
purchase materials from Midwest Flow Control Products of Olathe, Kansas and Core & Main
of Beaumont, Texas as discussed/outlined above.

AMOUNT OF $156,039.72, FUNDING IS AVAILABLE IN

WHEREAS, the Port Acres Wastewater Treatment Plant (WWTP) Influent Lift Station
(ILS)is in danger of failure; and,
WHEREAS, the Water Utilities Department has determined that a by-pass pump header

WHEREAS, Midwest Flow Control Products of Olathe, Kansas and Core & Main of
Beaumont, Texas submitted bids; and,
WHEREAS, the Purchasing Division advertised for bids in the Port Arthur News on
October 7, 2022 and October 14, 2022; and,
WHEREAS, the total for Midwest Flow Control Products of Olathe, Kansas is
$25,720.18 and the total for Core & Main of Beaumont, Texas is $130,319.54 for a total
projected budgetary impact of$156,039.72 (see bid tabulation attached as Exhibit"A").
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:

THAT,the City Council of the City of Port Arthur hereby authorizes the City Manager to
enter into contracts for the purchase of materials to set up a by-pass pump header for the Port
Acres Wastewater Treatment Plant Influent Lift Station from Midwest Flow Control Products of
Olathe, Kansas for $25,720.18 (Exhibit "B") and Core & Main of Beaumont, Texas for
$130,319.54 in the total amount of$156,039.72 (Exhibit"C"); and,
THAT, this project will be funded by the ARPA Account No. 169-07-015-8516-00-40-
000, Project No. ARP015; and,
THAT a copy of the caption of this resolution be spread upon the minutes of the City
Council.
