RESOLUTION NO.
A RESOLUTION NOMINATING A MEMBER TO THE BOARD OF
DIRECTORS OF THE JEFFERSON CENTRAL APPRAISAL DISTRICT
FOR THE REMAINING PORTION OF THE 2022—2023 TERM, DUE TO
A VACANCY
WHEREAS, the Chief Appraiser of the Jefferson Central Appraisal District notified
the City of Port Arthur that Nicky Matt, a Member, has resigned, and that a vacancy has
occurred on the Board of Directors for the remaining portion of the 2022—2023 term; and
WHEREAS, Property Tax Code Sec. 6.03(1) allows all entities entitled to vote for
the Board of Directors to submit a nomination within 45 days after notification that a
vacancy has occurred; and
WHEREAS, is a resident of Jefferson County, Texas; and
WHEREAS, is a person duly qualified to serve as a Member of the
Board of Directors of the Jefferson Central Appraisal District.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That is hereby nominated to serve as a member of
the Board of Directors of the Jefferson Central Appraisal District for the remaining portion
of the 2022— 2023 term.
Section 3. That a copy of the caption of this Resolution shall be spread upon the
Minutes of the City Council.

Dear Mayor Bartie:
It is with regret that I inform you that Mr. Nicky Matt resigned from the Board of Directors for
the remaining portion of the 2022—2023 term of office effective October 28, 2022.
Section 6.03(1) of the Property Tax Code states that if a vacancy on the Board of Directors
occurs, each taxing entity entitled to vote for the Board may submit a nomination to fill the
vacancy. Your nomination must be submitted in the form of a resolution approved by your
governing body and provided to me within 45 days of this letter, or no later than December 16,
2022. All nominations received will be presented to the Board of Directors at their January 18,
2023 meeting, and they will elect a new director from the list of nominees by majority vote.
The Board of Directors has requested that you include a short bio on your nominee to assist
them in the selection process.
To ensure that your resolution is submitted to our office by the December 16, 2022 deadline,
you may email a copy to: pbarton(&jcad.org. Nominations received in our office after the
deadline cannot be submitted to the Board of Directors.
I have enclosed a copy of Property Tax Code Section 6.03(1) and the sample wording for a
resolution should you choose to submit a nominee. If you have any questions, please do not
hesitate to contact me.

PROPERTY TAX CODE SECTION 6.03(1)
VACANCY ON THE BOARD OF DIRECTORS
(1) If a vacancy occurs on the board of directors other than a vacancy in the position held by a
county assessor-collector serving as a nonvoting director, each taxing unit that is entitled to vote
by this section may nominate by resolution adopted by its governing body a candidate to fill the
vacancy. The unit shall submit the name of its nominee to the chief appraiser within 45 days after
notification from the board of directors of the existence of the vacancy, and the chief appraiser
shall prepare and deliver to the board of directors within the next five days a list of the nominees.
The board of directors shall elect by majority vote of its members one of the nominees to fill the
vacancy.
