On November 16, 2022, the No. P-104 pump at the Port Acres ILS has failed and flooded the dry well, which took the lift station out of service. This caused a potential hazard to public health and safety and a risk to the environment. The emergency repairs to the lift station includes the pump repair and the temporary bypass pumping, and are being performed by ALLCO, Inc. of Beaumont, Texas with a projected budgetary impact of $500,000.00. Funds are available in Water Utilities Capital Improvement Fund Account No. 405-40-000-8516-00-00-000, Water Utility Systems, Project No. WS0005-CON. Background: On November 16, 2022, the No. P-104 pump at the Port Acres ILS has failed and flooded the dry well, which took the lift station out of service. This caused a potential hazard to public health and safety and a risk to the environment. The emergency repairs to the lift station are being performed by ALLCO, Inc. of Beaumont, Texas. Budget Impact: The emergency repairs have a projected budgetary impact of$500,000.00. Funds are available in Water Utilities Capital Improvement Fund Account No. 405-40-000-8516-00-00-000, Water Utility Systems, Project No. WS0005-CON. Staff will continue to provide updates to the City Council regarding the status of a repair. A subsequent resolution will be provided for the City Council approval ratifying the final expenditure. A RESOLUTION NOTIFYING CITY COUNCIL OF THE IMMEDIATE NEED FOR REPAIRS AT THE PORT ACRES INFLUENT LIFT STATION BY ALLCO, INC. OF BEAUMONT, TEXAS WITH A TOTAL BUDGETARY IMPACT OF $500,000.00; FUNDS ARE AVAILABLE IN WATER UTILITIES CAPITAL IMPROVEMENT FUND ACCOUNT NO. 405-40-000-8516-00-00-000, WATER UTILITY SYSTEMS,PROJECT NO. WS0005-CON. WHEREAS, on November 16, 2022, the No. P-104 pump at the Port Acres ILS failed, flooding the dry well and taking the lift station out of service; and, WHEREAS, the occurrence caused a potential hazard to public health and safety and a risk to the environment; and, WHEREAS, the Port Acres Influent Lift Station is being repaired by ALLCO, Inc. of Beaumont, Texas, under emergency conditions authorized by the City Manager; and, WHEREAS,the repairs have a projected budgetary impact of$500,000.00 (Exhibit"A"); and, WHEREAS, pursuant to Section 252.022(a)(1) this expenditure is authorized because it was a public calamity that required the immediate appropriation of money to preserve the property of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(2) a procurement necessary to preserve or protect the public health or safety of the municipality' s residents; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(3) because of unforeseen damage to public machinery, equipment, or other property. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, PR 22923 11/23/22 bw Page 2 of 3 THAT, in order to protect the health and safety of our citizens,the City Council is hereby notified of the repairs to Port Acres Influent Lift Station with a budgetary impact of$500,000.00; and, THAT, a subsequent resolution will be presented ratifying the emergency repairs, with a detail of all costs associated with the project; and, THAT, a copy of the caption of this resolution be spread upon the minutes of the City Council. Clifton Williams, CPPB Water Utilities Director Purchasing Manager EXHIBIT "A" (Emergency Approval Letter) i'- 7r..r.r INTEROFFICE MEMORANDUM WATER UTILITIES DEPARTMENT-WATER ADMINISTRATION Date: November 18, 2022 To: Ms. Pamela Langford, Assistant City Manager-Operations (in place of C/M) From: Calvin Matthews, P.E., Director of Water Utilities RE: Port Acres Lift Station Emergency Repair The Port Acres Wastewater Treatment Plant Influent Lift Station (ILS) is in critical need of rehabilitation. The Water Utilities Department filed for a five million dollar ($5,000,000) Federal Grant to rehabilitate the ILS. The grant determination is expected in late December 2022 or January 2023. In order to be ready in case of a failure prior to receiving the grant and starting the work, Water Utilities staff designed a bypass pump header system and received bids for the associated materials. P.R. No. 22812 on the November 22, 2022 Agenda is for the purchase of the bypass pump header materials. Unfortunately, before the bypass pump header could be installed, the Port Acres ILS failed at approximately 2:00 a.m. on Wednesday, November 16 and sewage began filling the lift station. Water Utilities staff met on site with the Contractor, Allco, Inc. as well as with the Engineer Arceneaux, Wilson & Cole, LLC (AWC), in order to coordinate a solution between the Engineer and the Contractor. Bypass pumping started immediately to prevent sanitary sewer from discharging outside the ILS and out of the manholes in the collection system. The preliminary estimated projected budgetary impact to bypass pump and make the necessary repairs to bring the ILS to standard operating conditions is five hundred thousand dollars ($500,000). Funding is available in the Water Utilities Capital Improvement Fund Account. No. 405-40-000-8516-00-00- 000.
