Ellison Pkwy. Introduction: The intent of this Agenda Item is to request the City Council's approval of P.R. No. 22934 authorizing the City Manager to execute a contract with Preferred Facilities Group —USA of Beaumont,Texas for the construction of a Disc Golf Course at 700 West T.B. Ellison Pkwy in the projected budgetary amount of$110,000.00. Background: Formally known as" Berry's Treasure Disc Golf Course",the 18-hole disc golf course on Pleasure Island was the home of the 1994 and 1995 Professional Disc Golf Association's World Disc Golf Championships. Nearly twenty-five years and several hurricanes later,the disc golf course needs a makeover to bring back the competitiveness and excitement that made the PDGA decide to hold the World Championships here. The existing Disc Golf Course will be demolished and a newly designed course and pavilion will be constructed in the park. This renovation will aid in the revitalization of Pleasure Island. Budget Impact: Funding in the projected budgetary amount of$110,000.00 is available for this purpose in Account Number 307-60-000-8525-00-10-000 Project Number PI0002. Recommendation: It is recommended that the City Council approve P.R.No.22934 authorizing the City Manager to execute a contract with Preferred Facilities Group — USA, of Beaumont, Texas for the construction of a Disc Golf Course in the projected budgetary amount of$110,000.00. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH PREFERRED FACILITIES GROUP — USA OF BEAUMONT, TEXAS FOR THE CONSTRUCTION OF A DISC GOLF COURSE, THROUGH TEXAS BUYBOARD COOPERATIVE PURCHASING CONTRACT NO. 581-19, IN THE TOTAL AMOUNT NOT TO EXCEED $110,000.00; FUNDING AVAILABLE IN ACCOUNT NUMBER 307-60-000-8525-00-10-000 PROJECT NUMBER. PI0002 WHEREAS, the 18-hole Disc Golf Course on Pleasure Island is over 30 years old and has had numerous maintenance issues; and, WHEREAS, the Pleasure Island Department has performed various repairs on the playground, but it is expensive to maintain; and, WHEREAS, an assessment was done on May 10, 2021, to determine the condition of the playground; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs, such as Texas BuyBoard, as an alternative to the formal bid process; and, WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the Texas BuyBoard Cooperative Purchasing Program; and, WHEREAS, Preferred Facilities Group — USA of Beaumont, Texas through BuyBoard Cooperative Purchasing Program Contract Number 581-19, submitted a quote for the construction of a disc golf course in the amount of$110,000.00 attached hereto as Exhibit "A"; now,therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: P. R.No. 22934 11/30/2022 gd Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby authorized the City Manager to Execute a contract with Preferred Facilities Group — USA of Beaumont, Texas, for the construction of a disc golf course at 700 West T.B. Ellison Pkwy through Buyboard Contract Number 581-19, in the total amount not to exceed $110,000.00, with funding made available in Account Number 307-60-000-8525-00-10-000 Project Number PI0002. Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
