Your membership, support, and participation over the past year have made the difference in our collective efforts on behalf of the nation's mayors. In response to the current economic climate, I am pleased to announce that the membership dues will remain unchanged through 2010. We have decided to suspend our annual cost of living increase this year. Over the past nine months, the Conference has developed and advocated for a MainStreet Economic Recovery Plan to reverse the current economic downturn and create jobs by investing directly in cities. As you already know, Congress passed and President Obama signed into law, the American Recovery and Reinvestment Act (ARRA) -which contains over $363 billion for many long-term priorities of the Conference of Mayors. ARRA also contains numerous tax provisions that will positively impact cities, the municipal bond market, energy conservation efforts, and small businesses. Specifically, ARRA contains major victories for the nation's cities including $2.8 billion for the Energy Efficiency and Conservation Block Grant (EECBG), $7.9 billion for the Surface Transportation Program (STP), $1 billion for the Community Development Block Grant (CDBG), $2 billion for the Neighborhood Stabilization Program, $8.4 billion for Public Transportation, $1 billion for Community Oriented Policing Services (COPS), and $2 billion for public safety block grants. Some of this funding will go out via formula, but other programs will be competitive -and thus need your attention. Without the leadership of the officers of the Conference of Mayors, and the hard work of all our members, we would not have these victories and others, including direct funding for cities and local governments in the largest funding bill in American history. Your active participation in the Conference of Mayors over the next year is essential. There will be many implementation issues to work out with the Obama Administration on this massive legislation - and we will need your involvement in this process. The Conference of Mayors has already launched its ARRA implementation effort, and more detail on the numerous funding programs in the bill will be provided to our membership. Please continue with us this year as we face the new challenges, develop and explore new ideas, and celebrate the traditions that make our cities the best places in our great country.
