RC61V n11OLI\YI~~ w~~ We recommend the City Council rescind award of bid to Affa-Laval, Inc. and authorize centrifuge repairs by the certified bidder, B&P Process Equipment and Systems, of Houston, TX, in the amount-of $44,991. BACKGROUND Bids for needed repairs were received on July 1, 2009 and awarded by City Council action on July 14, 2009 to the apparent low bidder, Alfa-Laval, Inc. Upon arrival in their Houston facility, Alfa-Laval, Inc. states that they "discovered" hidden damages to the unit not included in their bid, even though such assessment was part of the specifications. Their detailed letter is attached. With the additional cost of the "discovered° items ($19,411.83), Alfa-Laval is now the highest bidder as shown below. In our opinion, Alfa-Laval did not do a good job inspecting the unit before submitting their bid. It appears they 'low-balled' the bid and now want to 'add by discovery' the same repairs that were already specified, and that were apparent during the extended inspection period. Although Centrifuge Repair & Engineering was the second lowest bidder, they did not meet spec cations of the bid requirin~a technician to be certified in the repair of Alfa-Laval products. The specifications were advertised on June 14 i£ 21s', 2009. Three (3) bids were received on July 1, 2009. 45 B8P Process Equipment and'Systems $44,991. SUMMARY The bid from BB~P Process Equipment and Systems meets the requirements of the specifications and is therefore recommended for approval in the ount of $44,991. ~ - .~.
