Purchase Of A One Ton Pick-Up Truck For The Transit
Department.
RECOMMENDATION:
The Transit Department recommends the City Council approve the replacement purchase of
one (1) 2010 Ford F350 XLT Super Cab/Super Duty Truck for the Transit Department from
Tommie Vaughn Motors Inc. of Houston, Texas in the amount of $45,819.00.
The purchase of this support equipment will replace Equipment #1447 a 2002 Ford F350
Truck which has surpassed (8 years old) the F.T.A.'s definition of end of it useful life.
This replacement equipment will be utilized by the Transit Maintenance Division to support
the Fixed Route Buses and the Paratransit Service.
It is proposed that Equipment #1447 be transferred to the Equipment Services Department/Tire
Shop, where it will replace a fifteen (15) yeaz old Transit Truck.
The Transit Department along with the City's Purchasing Division advertised for bids in the
Port Arthur News on July 26, 2009 and August 02, 2009.. On August 12, 2009 the City
received and opened five (5) bids on the purchase of one (1) 2010 Ford F350 XLT Super
Cab/Super Duty Truck. The five (5) bids received were from the following vendors:

Tommie Vaughn Motors Inc. of Houston; Texas submitted the lowest responsive bid for this
procurement that meets specifications.
Sam's Packs' Five Star Ford of Carrollton, Texas submitted a low bid that was non
compliant with the specification provided by the Transit Department and Purchasing
Division for this procurement.

BUDGET/FISCAL EFFECT:
Funding for this procurement is provided (80%) under the Federal Transit Administration
(F.T.A.) Capital Grant #TX-90-X895 in the amount of $36,655.20, in conjunction with the
matching City funds in the amount of $9,163.80. Total F.T.A. Capital Grant funding for this
procurement is $54,000.00. The combined procurement expense will be chazged to the Transit
Capital Budget Account: 401-1509-561.93-00 in the amount of $45,819.00.
STAFF/EMPLOYEE EFFECT:
No anticipated effect on staffing is expected with this action.
SUMMARY:
The Transit Department recommends the City Council approve the replacementpurchase of one
(1) 2010 Ford F350 XLT Super Cab/Super Duty Truck for the Transit Department to Tommie
Vaughn Motors Inc. of Houston, Texas in the amount of 545,819.00. This expense will be
chazged to the Transit Capital Budget Account: 401-1509-561.93-00.
