I. INVOCATION, PLEDGE & ROLL CALL
Councilmember Chatman gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, August
18, 2009 at 9:05 a.m. in the City Council Chamber, City Hall, with the following
members present: Mayor Deloris "Bobbie" Prince; Mayor Pro Tem Elizabeth "Liz" Segler;
Councilmembers Jack Chatman, Jr., Morris Albright, III and Dawana K. Wise; City
Manager Steve Fitzgibbons, City Secretary Terri Hanks, First Assistant City Attorney
Valecia Tizeno and Sergeant At Arms Chief of Police Mark Blanton.
Councilmember Robert E. "Bob" Williamson was absent from the Special Meeting.
Councilmember Thomas J. Henderson was absent from the Special Meeting.
Councilmember Martin Flood joined the Special Meeting at 9:10 a.m.
Councilmember John Beard, Jr. joined the Special Meeting at 10:10 a.m.
II. DISCUSSION OF THE 2009-2010 BUDGET
City Manager Steve Fitzgibbons, Assistant City Manager Rebecca Underhill and Finance
Director Rebecca Underhill appeared before the City Council to discuss the 2009-2010
Budget as shown in Exhibit "A" of the Meeting Minutes.
Public Health Director Yoshi Alexander appeared before the City Council to submit an
Employee Health Services Clinic proposal as shown in Exhibit "B" of the Meeting
Minutes.
Councilmember Chatman left the Special Meeting at 10:00 a.m.
III. ADJOURNMENT OF MEETING
Upon the motion by Councilmember Sinegal seconded by Councilmember Flood and
carried unanimously, the City Council adjourned their Special Meeting at 10:17 a.m.
An audio-tape of this meeting is on file in the office of the. City Secretary and is made a
part of the official minutes of this meeting.
