SUBJECT: Proposed Resolution No. 15450
As it pertains to additional services provided by the Nurse-Family Partnership, A
Colorado Non-Profit Corporation, in the amount of $2,989
RECOMMENDATION
It is recommended that the City Council approve P.R. No. 15450, pertaining to additional services
provided by the Nurse Family Partnership, A Colorado Non-Profit Corporation, in the amount of
$2,989.
BACKGROUND
The State of Texas, by and through the Texas Health and Human Services Commission (HHSC)
approved a grant proposal to the City of Port Arthur to support the establishment and operation
of local Nurse-Family Partnership (NFP) program to provide educational, health, guidance, and
other resources for low-income, Medicaid eligible, first-time pregnant women during pregnancy,
and during the first two years of their infant's life through visits by highly trained registered
nurses. The Nurse-Family Partnership Corporation provides program implementation services to
start-up projects. It was estimated that contract services would not exceed $32,770; however,
due to additional training this fiscal year, it is necessary to increase the existing blanket order by
$2,989.
BUDGETARY AND FISCAL EFFECT
The Nurse-Family Partnership Corporation will be reimbursed through grant funds awarded from
the HHSC for FY 2009, account no. 10]-1331-542.54-00 (HG0804).
STAFFING EFFECT
None.
SUMMARY
It is recommended that the City Council approve P.R. No. 15450, pertaining to additional services
provided by the Nurse Family Partnership, A Colorado Non-Profit Corporation, in the amount of
$2,989.

RESOLUTION NO.
A RESOLUTION AS IT PERTAINS TO ADDITIONAL SERVICES
PROVIDED BY THE NURSE-FAMILY PARTNERSHIP, A COLORADO
NON-PROFIT CORPORATION IN THE AMOUNT OF $2,989
WHEREAS, the State of Texas, by and through the Texas Health and Human Services
Commission (HHSC) has awarded a contract to the City of Port Arthur to implement a local
Nurse-Family Partnership (NFP) program to provide educational, health, guidance, and other
resources for ]ow-income, first-time pregnant women during pregnancy, and during the first two
years of the infant's life through visits by highly trained registered nurses; and,
WHEREAS, the City of Port Arthur's Nurse-Family Partnership Program has been in
effect for one year; and,
WHEREAS, the Nurse-Family Partnership, a Colorado Non-Profit Corporation, entered
into contract with the City of Port Arthur to guide and support the City of Port Arthur's program
implementation process, per Resolution No. 08-326 dated July 29, 2008; and,
WHEREAS, the cost of the program through August 31, 2009 included the set up fees
of $26,050 plus fees for NFP education of program supervisors and nurse home visitors at
$6,720 for a total of $32,770; and
WHEREAS, the cost for training of the nurses and supervisors exceeded the original
estimate by $2,989 for the year ending August 31, 2009 due to additional education services that
were provided; and
WHEREAS, the City Council has approved Amendment 1 as to extend the agreement
until August 31, 2010 for an amount not to exceed $18,100;
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section I. That, the facts and opinions in the preamble are true and correct.
Section 2. That, the City Council of the City of Port Arthur hereby approves the
expenditure of $2,989 for additional education services that were rendered prior to August 31,
2009,
Section 3. That, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.
