A RESOLDTION APPROVING A PROPOSAL FROM SCIENCE
ENGINfifiRING, LTD. FOR ADDITIONAL TESTING A3 TO
PROPERTY ADJACfiNT TO HARRY DENSO AVfiNIIfi
WHEREAS, per Resolution No. 09-232, the City Council approved
12 core borings and 3 piezometer wells at a cost of $19,375 and
WHEREAS, per Resolution No. 09-232, the City Council also
authorized the City Manager to issue a Notice to Proceed for 6
additional core borings to depths of 20 feet and installation of
four temporary piezometer wells as well as the testing of soils and
water for the presence of metals for $11,015 depending on the
results of the first tests and
WHEREAS, Science Engineering has submitted a new drilling
proposal based on the results of the first tests and
WHEREAS, there is a need to drill four (4) borings for $3,400
as delineated in paragraph A of Exhibit "A" with an option to drill
an additional four (4) borings to depths of approximately twenty
(20) feet for $8,500 as delineated in paragraph B in Exhibit "A"
and
WHERfiAS, it is deemed in the best interests of the citizens of
Port Arthur to authorize the City Manager to approve the Proposal
for Preliminary Phase II Environmental Investigation on property
that is adjacent to Harry Denbo Avenue, in substantially the same
form as attached hereto as Exhibit "A".

NOW THSRSFORE, BE IT RSSOLVSD BY THS CITY COIINCIL OF THS CITY
OF PORT ARTHIIR:
Section 1. That the facts and opinions in the preamble
are true and correct.
Section 2. That the City Manager is herein authorized to
approve the Proposal for Preliminary Phase II Environmental
Investigation on property that is adjacent to Harry Denbo Avenue,
in substantially the same form as attached hereto as Exhibit "A"
Section 3. That the City Manager is authorized to issue a
Notice to Proceed for the series of tests by Science Engineering,
LTD as delineated in paragraph A of Exhibit "A" at a cost of
$3,400 and depending on the results thereof, the City Manager is
authorized to issue another Notice to Proceed for another series of
tests by Science Engineering, LTD for additional testing as
delineated paragraph B of Exhibit "A" at an additional cost of
$8,500.
Section 4. That a copy of the caption of this Resolution
be spread upon the Minutes of the City Council.

Re: Proposal for Supplemental Phase II Environmental Investigation on
Harry Denbo Avenue
Port Arthur, Texas
Per the request of the City of Port Arthur, Science Engineering, Ltd. (SEL) is pleased to submit
the following proposal for a Supplemental Phase II Environmental Investigation for the above
referenced project. The scope of our work is as follows:
A.-Drill four (4) borings to an approximate depth of four (4) feet; with one-bore ten (10) feet
North, one bore ten (10) feet East, one bore ten (10) feet South and one bore ten (10)
feet West feet from the location of boring B-1, whose location can be found on the
boring plan in 5EL Report 09207.
The soils will be tested for total metals.
The estimated cost of these services will not exceed $3,400.00 without your prior
approval.
B. Drill an additional:four (4) borings to depths of approximately twenty (20) feet on the
West side of boring B-1 (7"' Street). The approximate locations of the borings will be
provided by the City at a later date.
The soils will be tested for total metals.
The estimated cost of these services will not exceed $8,500.00 without your prior
approval.
Upon your acceptance of these estimates, and provided that the locations of all borings have been
flagged by the City, we will begin the field exploration. The investigation will be completed
subsuming a written the following two weeks.
