City of Port Arthur Transit Department Memorandum To: Ron Burton,City Manager From: Ivan Mitchell,Transit Director A,k, Date: December 21,2022 Re: P.R. 22950—Authorizing two change orders in the contract with L&L General Contractors of Beaumont,Texas in the amount not to exceed$5,106.00 Nature of Request: Execute the two change orders in the contract with L & L General Contractors of Beaumont, Texas to repair PAT's canopy located at 325 Dallas Avenue, Port Arthur, Texas in the amount not to exceed$5,106.00 for a new contract amount not to exceed$40,101.00. Background: L & L General Contractor's issued two change orders to fit the scope changes recommended by Soutex and PAT in an amount totaling$5,106.00. Recommendation: It is recommended that the City Council approve P.R. 22950. This Resolution would authorize the City Manager to execute the two change orders in the contract with L & L General Contractors of Beaumont, Texas to repair PAT's canopy located at 325 Dallas Avenue, Port Arthur, Texas in the amount not to exceed$5,106.00 for a new contract amount not to exceed $40,101.00. Budgetary/Fiscal Effect: Funds available in account 401-70-530-8512-00-60-000 PROJECT TR1553. P.R. No. 22950 12/21/2022 IM RESOLUTION NO. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE CHANGE ORDER NOS. 1 AND 2 TO THE CONTRACT WITH L & L GENERAL CONTRACTORS OF BEAUMONT, TEXAS FOR THE REPAIR OF PORT ARTHUR TRANSIT'S CANOPY LOCATED AT 325 DALLAS AVENUE, INCREASING THE CONTRACT AMOUNT BY $5,106.00 TO A NEW TOTAL CONTRACT AMOUNT NOT TO EXCEED $40,101.00; AND A TIME EXTENSION OF 18 ADDITIONAL DAYS. FUNDING IS AVAILABLE IN ACCOUNT 401-70-530-8512-00-60-000 PROJECT TR1553. WHEREAS, pursuant to Resolution No. 21-300, the City Council authorized the City Manager to execute an agreement with Soutex, Inc. of Port Arthur, Texas for engineering and design services for the expansion of Port Arthur Transit (PAT) Building located at 325 Dallas Avenue; and, WHEREAS, pursuant to Resolution No. 22-313, the City Council authorized the City Manager to enter a contract with L & L General Contractors of Beaumont, Texas to repair PAT's canopy in the amount not to exceed$34,995.00; and, WHEREAS, during construction, Soutex and PAT identified two necessary modifications to the original plans for the repair of the PAT's canopy; and, WHEREAS, L & L General Contractor's issued Change Order Nos. 1 and 2 to fit the scope changes recommended by Soutex and PAT, increasing the contract amount by $5,106.00; and, WHEREAS, the change orders increase the total amount of L & L General Contractor's contract to a new total contract amount not to exceed $40,101.00 and a total time extension of 18 days; and, WHEREAS, PAT is recommending that the City of Port Arthur by its City Manager agree to the change orders provided by L & L General Contractors, as delineated in Exhibit "A" and Exhibit "B"; and, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the.preamble are true and correct. THAT, the City Manager is hereby authorized to execute Change Order Nos. 1 and 2 to the contract with L& L General Contractors, of Beaumont, Texas increasing the contract amount by $5,106.00 to a new total contract amount not to exceed $40,101.00 and a time extension of 18 days. These deviations are as follows: L&L General Contractors proposes to provide materials, labor, supervision and equipment to install r-panel sheets to extend fully over the endwall i-beam rafters on building section"5" (2 locations) Enlarged Plan "A" S2.0 in lieu of installing trim detailed as "T4" This price reflects removing the flange bracing (pictured) in which I have discussed this with Josh Reeves at Neches Engineers and he confirmed he would provide windstorm as long as we install the missing 1/2 x1-1/2"A-325 bolts at the bottom wall girt to column connections .(Pictured) (4 locations)(14 bolts) The cost to remove a portion of the completed storage canopies and install a "L"trim (Approx 8"x4") trim on the underside of the wall girt and slide underneath the already installed"T2"trim (4) locations.
