Roberts, EIT, MEng, MBA, Public Works Director I RE: P.R. 22953 —Purchase of one (1) Mack MD7 Commercial C ier Truck for the Solid Waste - Commercial Division from Vanguard Truck Centers Houston of Houston, Texas, through East Texas Mack of Longview, Texas, through the TIPS Cooperative Purchasing Program Introduction: This agenda item requests Council's approval for the purchase of one (1) 2023 Mack MD7 commercial carrier truck for the Solid Waste—Container Division. Background: The Public Works Solid Waste—Commercial Division(Commercial)collects commercial waste in City-issued containers. The commercial carrier truck has reached the end of its useful life,and it warrants replacement. The following are specifications for the existing equipment that will be replaced. Certificates of obligation will fund the truck through the Capital Improvement Fund Account, account number 307-50-000-8522-00-10-000, Project Number CE0005. Recommendation: It is recommended that the City of Port Arthur City Council approve PR 22953 authorizing the City Manager to purchase one (1) 2023 Mack MD7 for the Public Works Solid Waste — Commercial Division from Vanguard Truck Centers of Houston, Texas, through East Texas Mack and the TIPS Cooperative Purchasing Program. A RESOLUTION AUTHORIZING THE CITY MANAGER TO PURCHASE ONE (1) MACK MD7 COMMERCIAL TRUCK FOR THE SOLID WASTE - COMMERCIAL DIVISION FROM VANGUARD TRUCK CENTERS OF HOUSTON, TEXAS, THROUGH EAST TEXAS MACK AND THE TIPS (FORMERLY TIPS/TAPS) COOPERATIVE PURCHASING PROGRAM FOR THE AMOUNT OF $196,662.00. FUNDING IS AVAILABLE THROUGH THE CAPITAL IMPROVEMENT FUND ACCOUNT, ACCOUNT NUMBER 307-50-000-8522-00-10-000, PROJECT NUMBER CE0005 WHEREAS, the Public Works Solid Waste — Commercial Division collects commercial waste for the prevention of disease and compliance with health and environmental laws; and, WHEREAS, the commercial carrier truck is in constant operation for the delivery of commercial dumpsters, which has caused rapid deterioration; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs such as the TIPS (formerly TIPS/TAPS) Cooperative Purchasing Program as an alternative to a formal bid process; and, WHEREAS,pursuant to Resolution Number 12-008, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with Region VIII Education Service Center for participation in the Interlocal Purchasing System (TIPS/TAPS); and, WHEREAS, Vanguard Truck Centers of Houston, Texas, through East Texas Mack of Longview,Texas,is an approved vendor through the TIPS Cooperative Purchasing Program under contract number 200802 and submitted a competitive quote for one (1) Mack MD7 commercial truck for$196,662.00 attached hereto as Exhibit A. NOW,THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: PR No.22953 12/23/2022 FCR Page 2 of 3 THAT, the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized to purchase one (1) Mack MD7 commercial carrier truck for $196,662.00, through the TIPS Cooperative Purchasing Program; and, THAT, funding for this purchase is available by certificates of obligation through the Capital Improvement Fund Account, account number 307-50-000-8522-00-10-000, Project Number CE0005; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
