HomeMy WebLinkAboutPR 22943: SABINE PASS PIPEBURSTING PROJECT NO. 2, CHANGE ORDER NO. 1 City of ort rthur INTEROFFICE MEMORANDUM Date: December 22, 2022 To: The Honorable Mayor and City Council Through: Ronald Burton,City Manager From: Calvin Matthews, P.E., Water Utilities Director RE: PR 22943 —Sabine Pass Pipebursting Project No. 2, Change Order No. 1 Introduction: The intent of this Agenda Item is to seek City Council's approval of Change Order No. 1 for the City of Port Arthur Sabine Pass Pipebursting Project No. 2 with Global Drilling, Inc. as the contractor. Resolution No. 22-300, which awarded the construction contract with a contract amount of$498,623.90. Change Order No. 1 has a contract time extension of 85 days and an increase of $107,070.00 with a new contract amount of $605,693.90. This change order is accepted by the Water Utilities Department because of weather days, manhole delays, and an increase in scope. The increased scope includes the rehabilitation of 3 manholes, 1,020 feet of 8" sewer line, and 400 feet of 6" slipped line. Background: On July 5, 2022, the Council passed Resolution No. 22-300, which awarded Global Drilling, Inc. with the construction phase of the Sabine Pass Pipebursting Project No. 2 contract, in the original contract amount of $498,623.90 (project designed by Golden Triangle Consulting Engineers and managed by City Staff). Bucket Impact: Change Order No. 1, if passed by Council, will extend the project time by 85 days and an increase of $107,070.00 with a new contract amount of $605,693.90. Funds are available in Account No. 405-40-000-8516-00-00-000, Project No. WS-0006-CON. Recommendation: It is recommended that City Council adopt Proposed Resolution No. 22943, thereby extending the contract end date and increasing the contract amount, as described/outlined above. OF WINNIE, TEXAS FOR THE SABINE PASS PIPEBURSTING PROJECT NO. 2, INCREASING THE CONTRACT TIME BY 85 DAYS,WITH A NEW CONTRACT END DATE OF MARCH 8, 2023 AND INCREASING THE CONTRACT AMOUNT BY $107,070.00 WITH A NEW CONTRACT AMOUNT OF $605,693.90; FUNDING IS AVAILABLE IN ACCOUNT NO. 405-40-000- 8516-00-00-000, PROJECT,NO.WS-0006-CON. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT, the City Manager of the City of Port Arthur is hereby authorized and directed to PR No. 22943 12/22/2022 bw Page 2 of 3 execute Change Order No. 1 to the contract with Global Drilling, Inc. of Winnie, Texas, extending the contract time by 85 days, bringing the new contract end date to March 8, 2023 and increasing the contract amount by $107,070.00 to a new contract amount of$605,693.90.
