At Pompeiian Villa, much repair and maintenance are needed. Some repairs to the building have been
completed and designated as Phase I and II. Additional work is needed. Phase III will focus on mainly
the repair to the Porte Cochere. In order to maintain the historical nature of the building, and to insure
any possible future grants and/or tax credits are available, a plan for these repairs must be submitted for
approval by the Texas Historical Commission. Labiche Architectural Group of Beaumont, Texas will
provide the needed paperwork and drawings required, as well as walk this through the approval of the
Commission. The cost of this is $28,000.00 plus reimbursables not to exceed$1,000.00.
ANALYSIS/CONSIDERATION:
There are a lot of needed repairs at the building. The repair to the Porte Cochere is slated for the Phase
III. Any repairs done must be part of an approved plan submitted to the Texas Historical Commission.
Doing this ensures the City will be eligible for any future grants or tax credits we may pursue. Labiche
Architectural Group has done a previous work at Rosehill Manor, as well as work at Pompeiian Villa, so
they are familiar with the building. They also have experience putting together the paperwork, drawings,
etc. needed. They also have experience dealing with the Texas Historical Commission and getting their
approval.
RECOMMENDATION
A resolution authorizing the City Manager to enter into an agreement with the Labiche Architectural
Group, Inc. for the development of professional plans for repairs to Pompeiian Villa and submission to
the Texas Historical Commission,as well as working with the Texas Historical Commission for approval,
in the amount of$28,000.00 plus reimbursables not to exceed $1,000.00.

A RESOLUTION AUTHORIZING THE CITY MANAGER TO ENTER INTO AN
AGREEMENT WITH THE LABICHE ARCHITECTURAL GROUP, INC. OF
BEAUMONT, TEXAS FOR THE DEVELOPMENT OF PROFESSIONAL PLANS FOR
REPAIRS TO POMPEIIAN VILLA AND SUBMISSION TO THE TEXAS HISTORICAL
COMMISSION, AS WELL AS WORKING WITH THE TEXAS HISTORICAL
COMMISSION FOR APPROVAL, IN THE AMOUNT OF $28,000.00 PLUS
REIMBURSABLES NOT TO EXCEED $1,000.00. FUNDS AVAILABLE IN PROJECT
STRING BU0015-DES,ACCOUNT 307-21-049-8512-00-10-000.
WHEREAS, Pompeiian Villa requires additional repairs; and
WHEREAS,these repairs will be to the Porte Cochere; and
WHEREAS, in order to ensure any future grants or tax credits, it is prudent to develop
professional plans for the repairs of Pompeiian Villa; and
WHEREAS, LaBiche Architectural Group, Inc has done a previous work on Pompeiian
Villa, so they are familiar with the building: and
WHEREAS, said plans must be submitted to the Texas Historical Commission for
approval and assistance is needed for the approval; and
WHEREAS, the Labiche Architectural Group, Inc. is qualified to perform a professional
assessment, develop professional plans, submission of plans and assistance in the approval of
plans from the Texas Historical Commission.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
THAT,the facts and opinions in the preamble are true and correct.
THAT,the City Manager is hereby authorized to enter into an agreement with the
Labiche Architectural Group, Inc. to develop professional plans for repairs to Pompeiian Villa
and submission to the Texas Historical Commission, as well as working with the Texas
Historical Commission for approval, in substantially the same form as attached here to as Exhibit
«A„

THAT, the funding for said agreement is $28,000.00 plus reimbursables not to exceed
$1,000.00.
THAT a copy of the caption of this Resolution be spread upon the Minutes of the City
Council.

Reinforcement for Railing System
ARCHITECTURE Re:Proposal for Architectural Services Phase III—Hurricane Recovery
PROJECT Dear Mr.Burton,
CONSULTING
We appreciate the opportunity to submit this proposal for Architectural Services
PLANNING for the referenced project for your approval.The LaBiche Architectural Group,
Inc. (hereinafter"Architect") shall provide to the City of Port Arthur(hereinafter
"Client") the services described below for the compensation described below.
INTERIOR DESIGN This proposal is based upon our experience with historic restoration to comply
with The Texas Historical Commission standards and onsite evaluation.
The Client has previously authorized Architect by way of contract dated
September 9,2021,to provide architectural services for the replacement of roof
railings currently under construction.Due to the rotted condition of the
supporting soffit members,this project cannot be completed because there is not
adequate support to handle the addition of the new wood railings.The new
project will provide new structural support,repairs to deteriorated gutters and
painting of the new soffits and fascias.
PROJECT INFORMATION:
The project,as we understand it,is additional exterior restoration repairs due to
the deterioration of support members in the soffits that support the new railing
system of the Pompeiian Villa.As part of our services,our staff and consultants
will visit the project site to verify existing conditions,provide Construction
Documents for the repairs,administer the Bidding phase and provide
Construction Administration for the project.

SCOPE OF WORK:
The Architect and the Architect's consultants shall perform those services described below:
1. Verify site conditions and document the following items of work:
a. Repair/replace rotten and damaged wood at soffits.
b. Installation of structural wood components to support railing system.
c. Demolition and reconstruction of the Porte Cochere to include:
i. Removal of soffit,wood trim,and roof deck.
ii. Installation of new roof beams to support roof deck.
iii. Installation of new wood structural members to support soffit.
iv. Inspection and reuse of existing columns and/or replacement should the
columns be found to need replacement.
v. Installation of new roof deck and roofing.
vi. Reinstallation of railing system.
vii. Reconstruction of internal gutters.
2. Prepare Construction Documents for items listed above.
3. Assist Owner with bidding.
4. Provide Construction Observation for the project.
5. Terms and conditions for services shall be as outlined in AIA Owner/Architect Contract#B-101 2007.
SCOPE OF WORK/PROBABT.F COST OF CONSTRUCTION
The attached statement of probable cost which our proposal is based upon a probable construction cost of
Two Hundred and Sixty-Three Thousand,Six Hundred And Twenty-Nine Dollars ($263,629).
COMPENSATION:
The scope of work outlined above will be performed for a fixed fee of Twenty-Eight Thousand Dollars
($28,000.00) plus reimbursable expenses and distributed as follows:
❑ Additional Services requested by Client will'be charged hourly per the fee schedule attached.
❑Reimbursable expenses shall include all printing required for the project. Other expenses shall be
approved by Owner prior to expenditures. Cost of reimbursable expenses shall be billed at
1.25 times the expenditure,not to exceed One Thousand Five Hundred Dollars,$1000.
❑ Exclusions:
1. Civil or MEP engineering.
2. Any services related to the Client's due diligence including,but not limited to: obtaining letters of utility
availability and environmental assessments.
