Environmental Improvements, Inc. is Evoqua's certified representative for Evoqua and Legacy Envirex products and services in the state of Texas. Environmental Improvements, Inc. will provide the parts and services for the rehabilitation project. Background: The clarifier is a primary sludge removal treatment equipment. Clarifier 401 in Port Acres Wastewater Treatment Plant has serious rust problems and it's not operational anymore. This rehabilitation includes all necessary appurtenances, including the center drive unit and torque control, rotating center feedwell, rotating drive shaft, rake arms with scraper blades, anchor bolts, scum skimmer, scum box,effluent weir, scum baffle to fit the existing reinforced concrete basin., Budget Impact: The installation cost has a projected budgetary impact of$296,255.00; funding is available in Account Nos. 625-40-000-8522-00-00-000 ($130,000.00) and 410-40-225-8522-00-00-000 ($166,255.00). Recommendation: It is recommended that City Council approve PR 22966, authorizing the rehabilitation of the Port Acres Wastewater Treatment Plant clarifier, as discussed/outlined above. OF HUMBLE, TEXAS FOR THE REHABILITATION OF THE PORT ACRES WASTEWATER TREATMENT PLANT CLARIFIER FOR A TOTAL PROJECTED BUDGETARY IMPACT OF$296,255.00; FUNDING IS AVAILABLE IN FY2022, ACCOUNT NOS. 625-40-000-8522-00-00-000 ($130,000.00) AND 410-40-225-8522-00-00-000 ($166,255.00). WHEREAS, the clarifier at the Port Acres Wastewater Treatment Plant is in need of rehabilitation; and, WHEREAS,this rehabilitation includes all necessary appurtenances, including the center drive unit and torque control, walkway and platform with handrail, rotating center feedwell, rotating drive shaft,rake arms with scraper blades,anchor bolts,scum skimmer,scum box,effluent weir, and scum baffle as described in the quote attached as Exhibit"A"; and, WHEREAS, Environmental Improvements, Inc. of Humble, Texas provided a quote for the rehabilitation with a budgetary impact is $296,255.00; and, WHEREAS,this purchase is authorized by Procurement Policies and Procedures Section 3-105 Sole Source Procurement, b) Compatibility—The product must match an existing brand of equipment for compatibility and is available from only one supplier(Exhibit"B"); and, WHEREAS, this procurement is exempt from the bid process under Texas Local Government Code Section 252.022, General Exemptions(a) (7) (D), captive replacement parts or components for equipment; and, WHEREAS, funding is available in Account Nos. 625-40-000-8522-00-00-000 ($130,000.00) and 410-40-225-8522-00-00-000 ($166,255.00). (Will include reports with pictures etc.) Inclusions/Exclusions • Environmental Improvements will provide manpower,superintendence and crane for the removal and reinstallation. • All hardware to facilitate installation is included. • The quote is based on using existing controls (If any new wiring or controls need to be replaced or repaired,a requote will be required.) • De-watering of clarifier by plant operator. • Access to the site is guaranteed by the owner or assigned agent. • Taxes and permits are NOT part of this scope. • Environmental Improvements is NOT responsible for damages to soils,grass, pavement, underground electrical or piping of any kind due to moving in or out of heavy equipment. • Environmental Improvements will provide a 1-year warranty from start-up provided all electrical, mechanical operational requirements are met.
