RE: P.R. 22990—Resolution authorizing the City Manager to accept the FY23
Bullet-Resistant Shield Grant in the amount of$63,616.13.
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept the FY23 Bullet-Resistant Shield grant.
Background:
On September 13, 2022 City Council passed Resolution 22-407 authorizing the City Manager
to apply for FY23 Bullet-Resistant Shield Grant. The Office of the Governor has notified the
City of Port Arthur that the Police Department's FY 2023 Bullet Resistant Shield Grant was
approved for the amount of$63,616.13. The grant supports investments that increases the
efficiency of the Police Department's emergency response to a threat of an active shooter
incident. The State approved project is the purchase of a quantity of fifteen NATO SS Level 3
Bullet-Resistant Shields for the Police Department
Budget Impact:
The grant is 100% funded with no grant match requirement.
Recommendation:
It is recommended that City Council approve the City Manager to accept the FY23 Bullet-
Resistant Shield Grant Program., as discussed and/or outline above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
FISCAL YEAR 2023 BULLET-RESISTANT SHIELD GRANT WITH
NO CASH MATCH IN THE AMOUNT OF $63, 616 . 13 .
WHEREAS, on September 13 , 2022 , City Council passed
Resolution 22-407 authorizing the City Manager to apply for
the fiscal year 2023 Bullet-Resistant Shield Grant; and
WHEREAS, the City Council designates the City Manager as
the grantee' s authorized official . The authorized official is
given the authority to apply for, accept, reject, or terminate
such grant funding on behalf of the City of Port Arthur; and
WHEREAS, the Office of the Governor sent notification
that the City of Port Arthur was awarded funding from the FY
2023 Bullet-Resistant Shield Grant in the amount of
$63 , 616 . 13 ; and
WHEREAS, in order to receive the aforesaid allocation, it
is necessary that the City Manager accept the award through
the E-grants portal ; and
WHEREAS, the Police Department is in need of bullet
resistant shields to increase the efficiency of their
emergency response capabilities to an active shooter incident;
and
WHEREAS, the Bullet-Resistant Shield Grant is 100% funded
with no grant match requirement; and
WHEREAS, The City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Police
Department purchase and field the aforementioned equipment
upon the acceptance of the FY 2023 Bullet-Resistant Shield
Grant Program; and
WHEREAS, City Council agrees that in the event of loss or
misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to accept
funding from the Office of the Governor for Fiscal Year 2023
Bullet-Resistant Shield Grant Program in the amount of
$63 , 616 . 13 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of January,
A.D. , 2023 , at a Regular Meeting of the City Council of the
City of Port Arthur, Texas, by the following vote:
