RE: PR 22900—Resolution To Accept A Donation Of Police Canine "Ranger".
Introduction:
The intent of this agenda item is to seek City Council's approval to accept a donation in the form
of a police canine from Naquita Johnson.
Background:
The Port Arthur Police Department was contacted in reference to a donation in the form of a
Police canine from Naquita Johnson, who is a local canine trainer in Port Arthur, with 10 years
of experience in training, rehabilitation and behavior modification. The canine who goes by the
name of"Ranger" is a 10-month old German Shepard who was rescued by Ms. Johnson. After
a few weeks of training Ms. Johnson felt that the canine"Ranger"displayed drive and eagerness
and believes that"Ranger" would be a perfect candidate to be police canine. The police canine
coordinator did observe that"Ranger"has qualities to be a great source for the Port Arthur Police
Department and informed that he could be utilized as a dual-purpose dog to aid in narcotics
detection and patrol.
Budget Impact:
The Police Department asks that City Council approves and allows the City Manager to accept
the donation of the police canine "Ranger".
Recommendation:
It is recommended that City Council authorize the City Manager to accept a donation in the form
of a police canine from Naquita Johnson.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
THE DONATION OF POLICE CANINE "RANGER" FOR THE PORT
ARTHUR POLICE DEPARTMENT.
WHEREAS, the Port Arthur Police Department was contacted
in reference to a donation Police Canine named "Ranger" ; and
WHEREAS, Ranger, a 10-month-old German Shepard, was
rescued by local dog trainer, Naquita Johnson, who has over
ten (10) years of experience in rehabilitation and behavior
modification in training canines; and
WHEREAS, after a few weeks of training "Ranger" , Ms .
Johnson felt that the canine displayed drive and eagerness
and believes that he would be a perfect candidate to become
a police canine; and
WHEREAS, Ms . Johnson contacted Police Canine handler,
Officer Jeffery Jessup, where he was able to observe that
"Ranger" does have the qualities to be a great source for
the Police Department to be utilized as a dual-purpose
canine; and
WHEREAS, Police canine coordinator, Lieutenant Johnny
Warner, observed and also believes that "Ranger" has
qualities to be a great source for the Police Department to
be utilized as a dual-purpose dog to aid in narcotics
detection and patrol functions .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1. That the facts and opinions in the preamble
are true and correct .
Section 2 . The City Council authorizes the City Manager
to accept the donation.
