RESOLUTION NO.
A RESOLUTION APPOINTING AND/OR REAPPOINTING A DIRECTOR OR
DIRECTORS TO THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC
DEVELOPMENT CORPORATION (REQUESTED BY COUNCILMEMBER
MOSES)
WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation was
created by Ordinance No. 96-08; and
WHEREAS, the term of office is three years; and
WHEREAS, pursuant to Section 7.03 of the City of Port Arthur Section 4A Economic
Development Corporation bylaws, Directors shall be appointed by the respective
councilmembers whose position corresponds to the position for which the appointment is
made; and
WHEREAS, the following persons are the current directors for the City of Port Arthur
Section 4A Economic Development Corporation:

Position 1 Rev. Darrell Anderson June 6, 2023
Position 2 Beverly Raymond June 21, 2025
Position 3 Christopher Smith December 19, 2023
Position 4 Ellen Clark January 27, 2023

WHEREAS, Councilmember Moses' Board Member, Harold Doucet, Sr., has filed to run
for Council for District 4 and Councilmember Moses wishes to appoint Richard Wycoff as
Director for Position 7 to his unexpired term.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That this resolution will document said appointment for the purpose of the
public record, and verifies that the following persons are the Directors for the City of Port
Arthur Sections 4A Economic Development Corporation:
