An additional $100,000 is requested to increase the appropriations in the Golf Course Fund for bridge repairs. There will be no effect on fund balance. $100,000 was originally budgeted in the FY2022 and since it was not spent,the funds rolled forward as part of fund balance. An additional$977,400 is requested to increase the appropriations in the Hotel Occupancy Fund for wayfinding. There will be no effect on fund balance. The unspent balance of$977,400 from FY2022 was rolled forward as part of fund balance. An additional $220,367 is requested to increase the appropriation in the Capital Reserve Fund for the replacement of vehicles under the master equity lease agreement with Enterprise Fleet Management, Inc. There will be no effect on fund balance. The unspent balance of$243,124 set aside for the lease program in FY2022 was rolled over as part of fund balance. Background: The FY 22-23 budget was approved on September 1, 2022. This is the first amendment requested for this budget year. Budget Impact: The above requests will increase the appropriation in the Golf Course Fund by $100,000, the Hotel Occupancy Tax Fund by $977,400 and the Capital Reserve Fund by $220,367 with no effect on the ending fund balances. O. NO. 7127 KD 2/17/23 ORDINANCE NO. AN APPROPRIATION ORDINANCE AMENDING THE CITY OF PORT ARTHUR BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1,2022 AND ENDING SEPTEMBER 30, 2023 BY INCREASING THE GOLF COURSE FUND BY$100,000, INCREASING THE HOTEL OCCUPANCY TAX FUND BY $977,400 AND INCREASING THE CAPITAL RESERVE FUND BY$220,367. WHEREAS, in accordance with Article XII, Section 9, of the City Charter, the City Council may make emergency appropriations from time to time; and WHEREAS, the City Council may make budget amendments for emergencies under Section 102.009 and for Municipal purposes under Section 102.010 Local Government Code; and WHEREAS, on September 1, 2022, the City Council approved and adopted Ordinance 22-62 which appropriated the 2022-2023 budget. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the following funds/departments Budget be increased as shown: Golf Course Fund $100,000 Hotel Occupancy Tax Fund 977,400 Capital Reserve Fund 220,367 Section 3. That Section 19 of Ordinance 22-62 is amended to read: That there be and is hereby appropriated the sum of One Hundred Fifty Thousand Dollars ($150,000)to the Golf Course Fund for improvements to the City's Babe Zaharias Golf Course. Section 4. That Section 16 of Ordinance 22-62 is amended to read: That there be and is hereby appropriated the sum of Three Million, Three Hundred Fifty Three Thousand, Five Hundred Thirty Six Dollars ($3,353,536) to the Hotel Occupancy Tax Fund for the payment of eligible expenses. Section 5. That Section 9 of Ordinance 22-62 is amended to read: That there be and is herby appropriated the sum of Five Million, One Hundred Twelve Thousand, Five Hundred Fifty-Three Dollars ($5,112,553) to the Capital Reserve Fund for the purchase of Capital Equipment. Section 6. That a copy of the caption of this Ordinance be spread upon the minutes of the City Council. Section 7. That this Ordinance shall be effective immediately.
