RE: PR 22888 —Acceptance of FY22 SHSP-LETPA Grant
Introduction:
The intent of this Agenda Item is to seek the City Council's approval for the City Manager to
accept the FY 2022 SHSP-LETPA grant, in the amount of$29,437.00.
Background:
The Office of the Governor has notified the City of Port Arthur that the Police Department's
2022 State Homeland Security Grant Program (SHSP-LETPA)was approved for the amount
of$29,437.00. This grant support investments that improve the ability of jurisdictions to prevent a
threatened or an actual act of terrorism and protect its citizens and assets against the greatest threats and
hazards. The State approved project is the purchase of a credentialing and controlled access system for
the Police Department.
Budget Impact:
The grant is 100% funded with no grant match requirement.
Recommendation:
It is recommended that City Council approve the City Manager to accept the FY22 State
Homeland Security Grant Program grant in the amount of$29,437.00, as discussed and or
outlined above.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT
THE FISCAL YEAR 2022 STATE HOMELAND SECURITY GRANT
PROGRAM (SHSP-LETPA) FUNDING WITH NO GRANT MATCH
REQUIREMENT.
WHEREAS, on February 1, 2022, City Council passed
Resolution 22-033 authorizing the City Manager to apply for
the fiscal year 2022 State Homeland Security Program and Law
Enforcement Terrorism Prevention Activity Program (SHSP-
LETPA) grant allocation for the City of Port Arthur; and
WHEREAS, the City Council designates the City Manager
as the grantee' s authorized official. The authorized
official is given the authority to apply for, accept, reject,
or terminate such grant funding on behalf of the City of Port
Arthur; and
WHEREAS, the Office of the Governor sent notification
that the City of Port Arthur was awarded funding from the
FY 2022 State Homeland Security Program and Law Enforcement
Terrorism Prevention Activity Program (SHSP-LETPA) in the
amount of $29, 437 . 00; and
WHEREAS, in order to receive the aforesaid allocation,
it is necessary that the City Manager accept the award
through the E-Grants portal; and
WHEREAS, the Police Department is in need of Access
Control and identity verification credentialing equipment
to enhance the protection of our personnel at the police
department; and
WHEREAS, the SHSP-LETPA grant is 100o funded with no
cash match requirements; and
WHEREAS, the City Council finds it in the best interest
of the citizens of the City of Port Arthur that the Police
Department purchase and field the aforementioned Operations
Equipment upon the acceptance of FY 2022 SHSP-LETPA funding;
and

WHEREAS, City Council agrees that in the event of loss
or misuse of the Office of the Governor funds, City Council
assures that the funds will be returned to the Office of the
Governor in full.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1 . That the facts and opinions in the preamble
are true and correct .
Section 2 . That the City Manager is authorized to accept
funding from the Office of the Governor for Fiscal Year 2022
State Homeland Security Program and Law Enforcement Terrorism
Prevention Activity Program (SHSP-LETPA) grant for the Police
Department Access Control and Identity Verification Equipment
in the amount of $29, 437 . 00 .
Section 3 . That a copy of the Resolution shall be spread
upon the Minutes of the City Council .
READ, ADOPTED AND APPROVED on this day of March,
