Introduction:
The intent of this agenda item is to seek City Council's approval authorizing the City Manager to negotiate
a contract with Arceneaux, Wilson & Cole LLC (AWC) for professional services associated with the
planning and design of the Underground Utilities & Communication System Infrastructure Project. (Fiber
Optic Project).
Background:
The City of Port Arthur (City) seeks the benefits afforded by placing utilities and communication systems
infrastructure underground to improve road safety and update outdated communication systems in the
downtown area.
The City of Port Arthur advertised for requests for qualifications(RFQ)on September 25,2021 and October
2, 2021 in order to select the engineering firm to plan, design and manage the Underground Utilities &
Communication System Infrastructure Project (Fiber Optic Project). Bids were opened on November 3,
2021. City staff evaluated the RFQs and selected AWC.
Budget Impact:
This is part of the Economic Development Administration(EDA)Investment Project. Funds are available
in Account No. 305-21-625-8525-00-00-000; Project No. DT0003.
Recommendation:
It is recommended that the City of Port Arthur's City Council approve PR 22506 authorizing the City
Manager to negotiate a contract with AWC for the planning and design of the Underground Utilities &
Communication System Infrastructure Project. (Fiber Optic Project).

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE CITY MANAGER TO NEGOTIATE A
CONTRACT WITH ARCENEAUX, WILSON & COLE LLC (AWC) OF PORT
ARTHUR, TEXAS FOR PROFESSIONAL SERVICES ASSOCIATED WITH THE
PLANNING AND DESIGN OF THE UNDERGROUND UTILITIES &
COMMUNICATION SYSTEMS INFRASTRUCTURE PROJECT. THIS IS PART
OF THE ECONOMIC DEVELOPMENT ADMINISTRATION INVESTMENT
PLAN (EDA). FUNDS ARE AVAILABLE IN ACCOUNT 305-21-625-8525-00-
00-000. PROJECT NUMBER DT0003.
WHEREAS, the City of Port Arthur's Downtown Revitalization Plan seeks to improve and
update underground utilities in anticipation of growth in the area; and,
WHEREAS, funds have been made available to the City from the Economic Development
Administration (EDA) Investment Project; and,
WHEREAS, the City of Port Arthur advertised for requests for qualifications (RFQ) on
September 25, 2021 and October 2, 2021 and two bids were received on November 3, 2021 to
select the engineering firm to plan, design and manage the Underground Utilities &
Communication System Infrastructure Project (Fiber Optic Project); and,
WHEREAS, Arceneaux, Wilson & Cole, LLC (AWC) selected as the most qualified bidder,
see Exhibit A; now therefore;
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT, the facts and opinions in the preamble are true and correct; and,
THAT, the City Council of the City of Port Arthur hereby authorizes the City Manager to
negotiate a contract with Arceneaux, Wilson & Cole LLC (AWC) of Port Arthur, Texas to perform
professional engineering and design services as required for the Underground Utilities &
Communication System Infrastructure Project (Fiber Optic Project); and,
