T
INTEROFFICE MEMORANDUM
Date: March 2, 2023
To: The Honorable Mayor and City Council
Through: Ronald Burton, City Manager
From: Calvin Matthews, P.E. Water Utilities Director
RE: PR 23012 —Polymers for Water and Wastewater Treatment Plants
Introduction:
The intent of this Agenda Item is to seek City Council's approval for the purchase of polymers
for water purification and wastewater treatment plants.
Our water purification and wastewater treatment processes use polymer coagulants to remove
solids from water. Each process uses a unique blend of chemicals for maximum effectiveness.
These polymer blends are sole-source and proprietary in their make-up. This resolution
authorizes the purchase of each of these products as each is needed so that our treatment
personnel may make use of the most cost-effective treatment system at any given time.
We anticipate that coagulant polymer and polymer aid purchases this year for the Water
Purification Division will total an estimated $1,510,000.00. They will be used on an as-needed
basis and charged to Account No. 410-40-210-5217-00-00-000, Treatment Chemicals. We
anticipate that polymer purchases for the Wastewater Treatment Division will total
approximately $135,000.00, also used on an as-needed basis and charged to Account No. 410-
40-225-5217-00-00-000, Treatment Chemicals.
Background:
Our water purification and wastewater treatment processes use polymer coagulants to remove
solids from water. Each process uses a unique blend of chemicals for maximum effectiveness.
These polymer blends are sole-source and proprietary in their make-up. This resolution
authorizes the purchase of each of these products as each is needed so that our treatment

All water/wastewater treatment chemicals are administered by trained employees who are
properly certified by the Texas Commission on Environmental Quality.
Recommendation:
It is recommended that City Council approve PR No. 23012, authorizing the purchase of sole
source polymers by Water Utility Operations Department.

Subject: AOS 7050 Price Increase
Dear Jeff:
The current supply chain and transportation problems, together with product increases to the raw materials used in
the manufacture of the ACH portion on our AOS 7050,force us to adjust our pricing to our customers.
Effective January 15,2023,the base price of our AOS 7050 will increase by$0.005/lb.to$0.83/1b.
Additionally, in April of this year there was an increase in transportation surcharges from $0.093/1b. to $0.10711b..
which we had not passed on to you. Unfortunately,we cannot continue to hold this increase. Therefore,on all orders
placed after January 15,2023,the surcharge will be$0.107Ab.
This adjustment is solely due to increases in raw materials, transportation and fuel costs.
We at ADS Treatment Solutions sincerely appreciate your business and will continue to provide quality products and
experienced technical support at the lowest possible cost. if you have any questions, please do not hesitate to
contact me.
