RESOLUTION NO.
A RESOLUTION INITIATING THE PROCEEDINGS TO CREATE A
NEIGHBORHOOD EMPOWERMENT ZONE IN PORT ARTHUR'S
WESTSIDE
WHEREAS, the City of Port Arthur is committed to promoting housing, economic
development and quality services throughout the community; and
WHEREAS, Chapter 378 of the Texas Local Government Code allows a
municipality to create a Neighborhood Empowerment Zone (NEZ) when a municipality
determines that the creation of the zone would promote 1) an increase in economic
development in the zone; 2) an increase in the quality of social services, 3) education,
or public safety provided to residents of the zone; or 4) the rehabilitation of affordable
housing in the zone; and
WHEREAS, the City Council deems it in the best interest of the citizens to
initiate the proceeding to establish a Neighborhood Empowerment Zone (NEZ) in the
area of the City known as the "Westside".
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Council hereby authorizes the proceeding of creating
a Neighborhood Empowerment Zone (NEZ) pursuant to Chapter 378 of the Texas Local
Government Code.
Section 3. That a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.
READ, ADOPTED AND APPROVED on this day of March, A.D., 2023, at
a Regular Meeting of the City Council of the City of Port Arthur, Texas, by the following

Shine On Humanity has been actively seeking to open a chapter in Port Arthur, TX. We would like to
make Port Arthur's the base chapter for the Golden Triangle area.
Shine on Humanity would like to see the redevelopment of the West side of Port Arthur. We would
like to see more commercial activity in this particular area so as to provide necessary essentials for
the residents who live in the area.
We would like to organize and implement the West Side Redevelopment Zone. This would be the
perfect project for a collaboration with the City of Port Arthur, The EDC, The Refineries, and The
Port of Port Arthur.
It will take all of us working together to create and develop a sustainable lifestyle for the community.
The beautification of the streets with landscaping with trees, plants and flowers will help to provide a
more healthier air quality. With Shine On Humanity (a non-profit organization) a part of the project,
West Side Redevelopment Zone will be equipped to go after grants and donations. the redevelop
the westside of Port. Shine will market the West Side Redevelopment Zone to potentially attract
the businesses and activities to the westside, such as the following.
* Retail stores
* Hotel
* Grocery stores
* Residential Development
* Banking/Credit Union
* Youth sports activities (Volleyball, Track & Field & Basketball)
* Tax Abatement (10 years)
The experienced team that Shine will bring aboard will be in the area of investment & finance, mar-
keting, entertainment and sports will be a great asset in redeveloping the west side of Port Arthur
and bring back a tax base for the city.
