HomeMy WebLinkAboutP2 City Council Briefing HOME-ARP Plan Presentation May 24, 2022 (2)HOME –AMERICAN RESCUE PLAN BRIEFING COMMUNITY DEVELOPMENT DEPARTMENT CITY OF PORT ARTHUR TEXAS BACKGROUND •The American Rescue Plan (ARP)wassignedintolawonMarch11,2021 •The ARP provides $1.9 trillion in relieftoaddressthecontinuedimpactoftheCOVID-19 on: •The Economy •Public Health •State and Local Governments •Individuals •Businesses BACKGROUND City of Port Arthur Awarded $1,000,453 Congress appropriated $5,000,000,000 billion dollars to State and Local Jurisdictions (PJs)that qualified for 2021 HOME FUNDS to: •Provide capital investment for permanent rental housing. •Upgrade available stock of shelter to include non-congregate shelter (NCS). •Provide tenant-based rental assistance and supportive services. •This funding is used to perform four activities that must primarily benefit qualifying populations (QPs)who are homeless,at risk of homelessness,or inother vulnerable populations. HOME-ARP -ELIGIBLE ACTIVITIES INCLUDE: Affordable Rental Housing (HOME-ARP Rental Housing) Tenant -Based Rental Assistance (HOME-ARP TBRA) Supportive Services (HOME-ARP Supportive Services) Non-Congregate Shelter (HOME-ARP NCS) HOMELESS •QUALIFYING POPULATION QUALIFYING INDIVIDUALS UNDER HOME-ARP Homeless At risk of homelessness Fleeing or attempting to flee domestic violence, dating violence, sexual assault, stalking or human trafficking Other populations where providing supportive assistance would prevent a family’s Homelessness Homelessness or would serve those with the greatest risk of housing instability Veterans and families that include a veteran family member that meet the criteria in one of 1-4 above FLEEING OR ATTEMPTING TO FLEE DOMESTIC VIOLENCE, DATING VIOLENCE, SEXUAL ASSAULT, STALKING OR HUMAN TRAFFICKING QUALIFYING POPULATION OTHER POPULATIONS OTHER POPULATIONS •Includes households who have previously been qualifiedashomelessandarecurrently housed due to temporaryoremergencyrentalorfinancialassistanceandwhoneed additional housing or supportive services to avoidareturntohomelessness. •Those at risk of housing instability •Includes households with an annual income that islessthanorequalto30%of the area income and isexperiencingseverecostburden;or •Households with an annual income that is less thanorequalto50%of the area median income ANDhasmovedtwoormoretimesduringthe60daysbeforetheir application,is living in the home ofanother,as been given a notice that housing will beterminatedwithin21daysafterapplicationforassistance. •Lives in a hotel or motel not paid for by a charitableorganizationorgovernment•program. •Lives in a single room unit with two or more persons. •Is exiting a publicly funded institution. VETERANS AND QUALIFYINGPOPULATION THEIR FAMILIES VETERANS AND THEIR FAMILIES •Veterans and families that include aveteranmemberthat •meet the criteria for one of the otherqualifyingpopulations. ELIGIBLE ACTIVITIES RENTAL HOUSING ELIGIBLE ACTIVITIES – RENTAL HOUSING •RENTAL HOUSING -ACTIVITIES •Acquisition,rehabilitation or construction of affordablerentalhousingforoccupancyby qualifying populations. •Eligible Rental Housing includes: •Manufactured Housing •Single Room Occupancy Units (SROs) •Permanent supportive housing •Ineligible Rental Housing includes: •Emergency shelters,hotels and motels,andtemporaryfacilitiessuchasnursing homes,treatment facilities,correctional facilities andhalfwayhouses. •ELIGIBLE COSTS •Development hard and soft costs •Relocation •Operating Cost assistance/reserves ELIGIBLE ACTIVITIES TENANT BASED RENTAL ASSISTANCE (TBRA) ELIGIBLE ACTIVITIES – TENANT BASED RENTAL ASSISTANCE Assistance to a qualifying household payment to cover the tenant portion of rent Entire or insufficient amounts for housing and housing related costs such as: •Rental assistance •Security deposits •Utility deposits 100% of the funds for tenant based rental assistance may be used for rent and utility costs HOME-ARP TBRA is attached to the household not the rental unit. As such rental assisted households may move to a new unit with continued assistance from HOME-ARP. Housing occupied by a household receiving HOME-ARP TBRA must comply with HUD regulations Housing quality standards apply TBRA funding Cannot be used in connection with homebuyer programs. ELIGIBLE ACTIVITIES •SUPPORTIVE SERVICES SUPPORTIVE SERVICES INCLUDE: ■Child care ■Employment assistance programs and •job training ■Meals or groceries to program participants ■Outpatient health services,food and •case management ■Housing,employment and nutrition •counseling ■Life Skills Training ■Mental health,trauma and victim services ■Assistance in obtaining government assistance ■Substance abuse treatment services ■Transportation ■Legal services ■Credit Repair ■Homeowner assistance and related services are NOT eligible activities. ELIGIBLE ACTIVITIES •NON-CONGREGATE SHELTER WHAT IS A NON-CONGREGATE SHELTER? (NCS) •For the purposes of HOME-ARP,NCS is defined as one or more buildings that: •Provide private units or rooms for temporaryshelter; •Serve individuals or families that meet one ormorequalifyingpopulations; •Do not require occupants to sign a lease or occupancy agreement. NCS – ELIGIBLE ACTIVITIES AND COSTS •ELIGIBLE ACTIVITIES: •Acquisition of structures •New construction with or without land acquisition •Rehabilitation of existing structures to be used as HOME-ARP NCS. •ELIGIBLE COSTS: •Acquisition Costs •Demolition Costs •Development Hard and Soft Costs •Replacement Reserve (Costs for replacing major systemswhoseusefullifewillendduringtherestricteduse periodmaybeincludedintheprojectbudget) •RESTRICTED COSTS: •Ongoing operating costs of NCS may NOT be paid for byHOME-ARP funds •Costs of Converting HOME-ARP NCS into permanenthousingduringtherestricteduse period.
