The Port Arthur Project is a component of the Sabine Pass to Galveston Bay Program (S2G) which includes project areas in the cities of Port Arthur (Jefferson), Freeport (Brazoria), and Orange (Orange). The objectives of the overall S2G Program include: Reducing risks to human life from storm surge; Reducing economic damages to residents, businesses, and infrastructure; Enhancing energy security by reducing storm surge risk to petrochemical facilities; and Reducing adverse physical impacts to waterways used for commercial and recreational activities. Texas Coast Regional Approach Port Arthur Project Overview The Port Arthur Project, one of three S2G projects, is located in located in Southeast Texas, approximately 12 miles from the Gulf of Mexico, on the west side of Lake Sabine. The Project will make needed improvements to an existing Hurricane Flood Protection Project (HFPP). The improved Coastal Storm Risk Management (CSRM) system is intended to increase the level of performance and resiliency of the HFPP. Drainage District  Total Estimated Cost: $863 M Port Arthur Project Overview Project Features Project Features The project includes the following features: Floodwalls (Replace Existing I-Walls with T-Walls) Construct 4.81 Miles of New Concrete Floodwall Provide Levee Erosion Protection (Stone Armoring) Project Features Road and Railroad Closure Gates Twenty road & railroad closure structures will be constructed or replaced on public and private roadways. There are two types which will be constructed. Swing Gates Roller Gates Project Features Project Schedule/Timeline Project Schedule 2017 Feasibility study complete   2018 Study authorized and funded by Congress   2019 First contract awarded   2020 Construction begins   2025 Final design complete 2029 Project complete Port Arthur Project Timeline Project Funding Project Funding The USACE is partnering with the Jefferson County Drainage District to design and construct the Port Arthur Project.
