King Solutions submitted the lowest bid with a total projected budgetary impact of$1,419,884.00. Backjround: The wastewater collection system in Port Arthur is in need of rehabilitation and the Water Utilities Department wishes to enter into a contract with King Solutions, Inc. of Houston, Texas for the pipebursting of sanitary sewer mains. Budget Considerations: This project will be funded through Water Utilities Capital Improvement Fund and charged to Account No. 405-40-000-8516-00-00-000, Project No. WS-0016-CON. Recommendation: I recommend that City Council approve Proposed Resolution No. 23128 authorizing the execution of a contract with King Solutions, Inc. of Houston, Texas as described/outlined above. A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT WITH KING SOLUTIONS OF HOUSTON, TEXAS, FOR THE PIPEBURSTING OF SANITARY SEWER MAINS IN PORT ARTHUR, TEXAS WITH A TOTAL PROJECTED BUDGETARY AMOUNT OF $1,419,884.00; FUNDING AVAILABLE IN ACCOUNT NO. 405-40-000-8516-00-00-000,PROJECT NO. WS0016-CON. WHEREAS, the City's sanitary sewer system needs rehabilitation and staff has recommended that the work be perform by contractors through competitive sealed bids; and, WHEREAS, pursuant to the Texas Local Government Code Chapter 252.043, (d-1), a contract for construction of a project described by Subsection (d) that requires an expenditure of $1.5 million or less may be awarded using the competitive sealed proposal procedure prescribed by Subchapter D, Chapter 2269, Government Code; and, WHEREAS, on March 11, 2023 and March 18, 2023, the Purchasing Division of the Finance Department advertised for bids for the sanitary sewer system rehabilitation and a total of three bids were received on April 14, 2023 (Exhibit"A"); and, WHEREAS, the Water Utilities Dept. reviewed the bids, and recommends awarding the contract to King Solutions of Houston, Texas who submitted the lowest responsive bid. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT,the City Manager of the City of Port Arthur is hereby authorized and directed to execute a contract with King Solutions, Inc. of Houston, Texas in substantially the same form attached hereto as Exhibit "B", for the sanitary sewer mains in Port Arthur, Texas with a total projected budgetary amount of$1,419,884.00; and, PR No. 23128 4/27/23 bw Page 2 of 2 THAT, said funding for this contract is being provided through Water Utilities Capital Improvement Fund 405-40-000-8516-00-00-000, Project No. WS0016-CON; and, THAT, a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
