Holistic Approach
Legacy CDC’s mission and primary goal is to provide affordable housing to low to moderate income families
Legacy takes a holistic approach to housing through the provision of supportive services at every level (from homeless prevention to homeownership)
Housing counseling services are a constant throughout all programs offered
Self-sufficiency plans are developed and followed until the desired goal is reached
Clients may move through the housing continuum at a guided pace until market homeownership is achieved!

Council to consider reallocating $800,000 (or 03%) of the ARPA
funding to housing-specific
infrastructure for the development of up to 40 units on the Gifford Pond site (6 acres). $6 million project
Funds will be used for:
Site Prep (demo, soil and debris removal)
Drainage (culverts)
Street Improvement
Sewer Improvements
Driveway and Sidewalks
City of Port
Arthur U.S. Conference of Mayors surveyed more than 100 cities,
with big, medium, and small populations. The survey
provides a sample of data on the types of programs that
cities have used ARPA funds for, as well as offers dozens of
specific examples of programs supported by these
resources.
According to the survey respondents:
•73% of cities reported using funds for housing
assistance, with many citing funds to address
homelessness worsened by the pandemic;
•71% reported using funds to support small
businesses;
•66% identified assistance to first responders;
•65% cited using funds for workforce development;
•63% made investments in public health, including
mental and behavioral health; and
•58% reported using funds to support youth programs.
Received an estimated $26.6 million in ARPA funding.
Estimated $18 million designated to infrastructure.
Reminder: Housing is also critical infrastructure.
