I. INVOCATION, PLEDGE & ROLL CALL
Mayor Pro Tern Holmes gave the invocation followed with the pledge to the flag.
The City Council of the City of Port Arthur met in Special Session on Tuesday, February
7, 2023 at 2:10 p.m. in the City Council Chamber, City Hall, with the following members
present: Mayor Thurman Bill Bartie; Mayor Pro Tern Ingrid Holmes; Councilmembers
Thomas Kinlaw, III, Kenneth Marks and Charlotte Moses; City Manager Ron Burton;
Assistant City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At
Arms Police Chief Tim Duriso.
II. ITEMS REQUIRING INDIVIDUAL ACTION NON-CONSENT
(1) P.R. No. 22657 — A Resolution Authorizing The February 14,
2023 Regularly Scheduled Council Meeting To Be
Rescheduled From 5:30 P.M. To February 14, 2023 At 9:30
A.M.
The Mayor introduced the above-mentioned Proposed Resolution.
Upon the motion of Mayor Pro Tern Holmes, seconded by Councilmember Kinlaw and
carried Proposed Resolution No. 22657 was adopted becoming Resolution No. 23-057.
Voting Yes: Mayor Bartie; Mayor Pro Tern Holmes; Councilmembers Kinlaw, Marks and
Moses.
Voting No: None.

III. DISCUSSION
(1) To Discuss The Potential Use Of City Owned Property At
3600 Gates Boulevard For A Proposed Municipal Safety
Complex
Assistant City Manager Pamela Langford appeared before the City Council and
led the discussion regarding the above-mentioned proposal.
(2) To Discuss The Texas Municipal Retirement System (TMRS)
Contribution Rate Analysis
Assistant City Manager Albert Thigpen appeared before the City Council and led
the discussion regarding the above-mentioned TMRS Contribution Rate Analysis.
(3) An Update By The City Manager Regarding Strategic
Planning
City Manager Ron Burton led the discussion regarding the above-mentioned strategic
planning.
IV. *CLOSED MEETING (EXECUTIVE SESSION)

(1) Section 551.071 Government Code — To Discuss And
Receive Legal Advice From The City Attorney Regarding
Potential And/Or Pending Claims, Contracts, Litigation And
Other Legal Matters Involving The City Of Port Arthur

Incentives For Commercial, Residential, And/Or Industrial
Business Prospect
(3) Section 551.072 Government Code — To Discuss Or
Deliberate The Purchase, Exchange, Lease, Or Value Of Real
Property Within The City Limits Of Port Arthur
(4) Section 551.072 Government Code — To Discuss Or
Deliberate The Purchase, Exchange, Lease, Or Value Of Real
Property In the City's Extraterritorial Jurisdiction/Industrial
District
The City Council recessed their meeting at 4:10 p.m. to meet in Executive Session to
consider the above-mentioned topics and reconvened their meeting at 5:21 p.m. with
the following members present: Mayor Bartle; Mayor Pro Tern Holmes; Councilmembers
Marks and Moses; City Manager Burton; Assistant City Secretary Moore; City Attorney
Tizeno and Sergeant At Arms Chief Duriso.
III. ADJOURNMENT OF MEETING
I
Upon the motion by Councilmember Mariks, seconded by Councilmember Moses and
carried unanimously, the City Council adjourned their meeting at 5:22 p.m.
An audio-tape of this meeting is on file in the office of the City Secretary and is made a
part of the official minutes of this meeting.
