Duriso, Chief of Police RE: PR 23110—Purchase of 2023 Chevy Malibu form Lake Country Chevrolet of Jasper, TX funding to come from FY23 Project Safe Neighborhood Grant, account number 107-17-045-8522-00-30-000, Project Code PS6801. Introduction: The intent of this Agenda Item is to seek the City Council's approval for the City Manager to purchase a 2023 Chevrolet Malibu from Lake Country Chevrolet,through The Interlocal Purchasing System(TIPS) Contract number 210907 in the amount of$24,816.50. Background: Pursuant to Resolution number 23-008, the City Manager accepted funding for FY23 Project Safe Neighborhood Block Grant Program. Funding awarded through the Project Safe Neighborhood grant is utilized to foster and improve existing partnerships between Federal, State, and local agencies including the US Attorney's Office in each federal judicial district. The police department was awarded funding to conduct operations which included the purchase of an unmarked vehicle to initiate covert operations and reduce violent crimes in the City of Port Arthur. Budget Impact: Funds for this purchase are available in account number 107-17-045-8522-00-30-000, Project Code PS6801-CAP-EQU. Recommendation: It is recommended that the City Council approve the City Manager to authorize the purchase of a 2023 Chevrolet Malibu from Lake Country Chevrolet of Jasper, Texas through TIPS Purchasing System Contract#210907 in the amount of$24,816.50, as discussed and or outlined above. WHEREAS, pursuant to Resolution No. 23-008 , the City Manager accepted funding for FY23 Project Safe Neighborhood Block Grant Program; and WHEREAS, funding awarded through the Project Safe Neighborhood Block Grant Program is utilized to foster and improve existing partnerships between Federal, State, and local agencies including the US Attorney' s Office in each federal judicial district; and WHEREAS, the Police Department was awarded funding to conduct operations pursuant to the grant and requested the purchase of an unmarked vehicle to initiate covert operations and reduce violent crimes in the City of Port Arthur; and WHEREAS, pursuant to Chapter 271, Subchapter D, of the Local Government Code, a city may participate in cooperative purchasing programs established by the State Facilities Commission for the purchase of goods at prices established through purchase contract of the Commission for the purpose of the Commission; and WHEREAS, per Resolution No. 12-008, the City entered into an Interlocal agreement for the cooperative purchasing with Region VIII Education Service Center for participation in The Interlocal Purchasing System (TIPS) ; and WHEREAS, funds are available in account number 107-17- 045-8522-00-30-000, Project Code PS6801-CAP-EQU. Segler, Lieutenant CS Date: May 22, 2023 Subject: Upgrade Explanation In response to the inquiry for an explanation of the 2023 Upgrade listed on the quote for the 2023 Chevrolet Malibu from Silsbee Ford Fleet. I contacted the salesman, Glen Angelle, and requested an explanation. He informed me when the vehicle was ordered there is a projected price. The sale price is not set until after the manufacturing begins. Once the vehicle is built and delivered, the actual sales price is invoiced and the Upgrade is the difference of the ordered price and the sales price. It is listed on the quote as an upgrade to assist with the accounting. /// 51/4z/Z3
