RE: P.R. 23226- Temporary Staffing
Introduction:
The intent of this Agenda Item is to seek City Council's approval for PR 23226 authorizing the
City Manager to renew the contracts for temporary staffing with Argus Talent of Houston,
Texas for the third and final year.
Background:
The City would like to renew the contract for Temporary Staffing. Argus Talent was awarded
the contract with Resolution 21-262. City Council renewed the second on Resolution 23-324.
The City will staff on an as needed basis. This will be the third and final year.
Budget Impact:
The department temporary personnel account will be used.
Recommendation:
The staff is requesting City Council approve P.R. No. 23226 authorizing the third and final year
for the contract with Argus Talent of Houston, Texas.

RESOLUTION NO.
A RESOLUTION AUTHORIZING THE THIRD YEAR (FINAL RENEWAL)
FOR THE TEMPORARY STAFFING CONTRACT BETWEEN THE CITY OF
PORT ARTHUR AND ARGUS TALENT OF HOUSTON, TEXAS FOR THE
PURPOSE OF PROVIDING TEMPORARY EMPLOYEES FOR THE CITY OF
PORT ARTHUR; FUNDING AVAILABLE IN VARIOUS DEPARTMENTAL
ACCOUNTS.
WHEREAS, pursuant to Resolution 21-263, the City of Port Arthur entered into an
temporary staffing with an option to renew for two (2) additional one-year periods; and,
WHEREAS,pursuant to Resolution 22-324,the City of Port Arthur was awarded the
second year(first renewal) for temporary staffing with an option to renew for one (1) additional
one-year periods; and,
WHEREAS,this contract will used by various departments when necessary; and,
WHEREAS,the City desires to renew the contract with Argus Talent for temporary
staffing for the third and final year(second renewal).
NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF PORT ARTHUR:
Section 1: THAT the facts and opinions of the preamble are true and correct.
Section 2: THAT the City Council of the City of Port Arthur hereby approve the
contract renewal for the third and final year with Argus Talent of Houston, Texas, in
substantially the same form as attached hereto as Exhibit"A".
Section 3: THAT a copy of the caption of this Resolution be spread upon the
Minutes of the City Council.

EXHIBIT "A"
SECOND RENEWAL OF CONTRACT FOR STAFFING AGENT
FOR THE CITY OF PORT ARTHUR
THIS AGREEMENT, made this day of , 2023, by and between the
City of Port Arthur, a municipal corporation organized under the laws of the State of Texas,
hereinafter called"OWNER" or"CITY" and Argus Talent,hereinafter called "CONTRACTOR".
WITNESSETH: That for and in consideration of the payment terms, conditions and agreements
set forth herein, OWNER and CONTRACTOR agree as follows:
1. Pursuant to Resolution No. 22-324,the City entered into a one(1)year contract with the option
to renew for one (1) additional year. The parties hereby agree to exercise said option for the
third and final year.
2. The term of this Contract shall be from July 30,2023 to July 29, 2024. The City can terminate
this contract at its convenience which includes,but is not limited to,funding not being available
in any budget cycle within thirty(30) days written notice.
3. The CONTRACTOR will perform work as stated in Contract 21-262.
4. During the term of this Contract, the Contractor will furnish at his own expense all of the
materials, supplies, tools, equipment, labor and other services necessary to connection
therewith, excepting those supplies specifically not required of Contractor in the
Specifications.
5. The CONTRACTOR agrees to perform all the work described in the specifications and
contract documents and to comply with the terms in the amounts stated in bid documents.
6. The term "Contract Documents" means and includes the following:
1) Agreement
2) General Information *
3) Specification *
4) Bid *
5) Notice of Award *
6) Notice to Proceed *
* These items were attached to the original letter contract. This agreement is only
Included in this renewal.
7. This Agreement shall be binding upon all parties hereto and their respective heirs, executors,
administrators, successors and assigns.
IN WITNESS WHEREOF,the parties hereto have executed, or caused to be executed by
their duly authorized officials, this Agreement in ( 2 copies) each of which shall be deemed an
original on the date first written above.
