APPLICATION

RECOMMENDATION:
I recommend that Proposed Resolution No. 12240 be approved. This Resolution would
authorize the City Manager to submit applications to the U.S. Department of Housing and
Urban Development (HUD) for a grant under the Brownfields Economic Development
Initiative and the Section 108 Loan Program.
BACKGROUND:
HUD has a grant program for the redevelopment of brownfields sites. The deadline for
filing this application is July 16, 2003. There is approximately $29 million available for
this program with the maximum application amount being $2 million. The grant requires
a dollar for dollar match with Section 108 loan funding. Section 108 loans are low
interest loans bom HUD that are paid back fi.om our yearly CDBG application.
The proposed project will include property acquisition, construction of a community
center, gap financing, the Port Arthur Seaman's Center and other potential retail and
residential development.
BUDGETARY~ISCAL EFFECT:
The grant requires a one to one match bom Section 108 loan funds.
STAFFING/EMPLOYEE EFFECT:
None
SUMMARY:
I recommend that Proposed Resolution No. 12240 be approved.

A RESOLUTION AUTHORIZING FILING APPLICATIONS
WITH THE DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT FOR A BROV~NFIELDS ECONOMIC
DEVELOPMENT INITIATIVE GRANT AND A SECTION
108 LOAN FOR REDEVELOPMENT ON THE WESTSIDE
WHEREAS, thc Department of Housing and Urban Development has grant funding
(Brownfields Economic Development Initiative) available for redevelopment ofbrownfields sites;
and,
WHEREAS, this grant requires a match with Section 108 loan funds; and,
WHEREAS, the City does wish to apply for such funding; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR:
THAT thc City Manager is hereby authorized file an application for a grant from the U.S.
Department of Housing and Urban Development for funding under the Brownficlds Economic
Development Initiative for redevelopment of the Westside.
THAT the City Manager is hereby authorized to file an application for a loan under the Section
108 Loan Program for the redevelopment of the Westside.
THAT a copy of thc caption of this Resolution bc spread upon the Minutes of thc City Council.
