Milo, Senior Planner- Development Services RE: P.R. NO. 23246—A resolution calling for a public hearing to consider a zoning map amendment. Introduction: The intent of this Agenda Item is to request a public hearing to consider a zoning map amendment for approximately 7.404-acres of Land consisting of Lot 16 & part of Lot 17, Block 7, Hillcrest 2 Subdivision, Port Arthur, Jefferson County, Texas (Property is located south of Laura Lane and west of 90th Street). The purpose of this request is to allow for the development of a 60-unit duplex residential complex. Background: An application was submitted to the Office of Planning & Zoning on or around April 27, 2023. The Planning & Zoning Commission reviewed the case on June 5, 2023, with a vote of 3:0, recommending that the item be tabled, pending a pre-development meeting with city/county officials to discuss the development in greater detail. The pre-development meeting was conducted on June 14, 2023. Participants included the Representatives from the City's Planning and Zoning Division, Chief Building Official, Sanitarian, Solid Waste Division, Regulatory Services, Engineering Division, and the Fire Marshal's Office. A Representative from Drainage District No. 7 was in "Remember,we are here to serve the Citizens of Port Arthur" P.O.Box 1089 X Port Arthur,Texas 77641-1089 X 409.983.8101 X FAX 409.982.6743 attendance, as well as client representation from Arceneaux Wilson & Cole Engineering Consultants (AWC, LLC). Information regarding the development was provided to the developer and or their representative, along with contact information if additional guidance is needed. The Planning & Zoning Commission will reconvene on this item on July 17, 2023. A final report will be prepared and provided to City Council in accordance with Chapter 211.007 of the Texas Local Government Code, and Appendix A, Section 6.03 of the City's Zoning Ordinance. Budget Impact: None Recommendation: It is recommended that City Council approve P.R. No.23246, calling for a public hearing to consider a zoning map amendment for approximately 7.404-acres of Land consisting of Lot 16 & part of Lot 17, Block 7, Hillcrest 2 subdivision, Port Arthur, Jefferson County, Texas (Property is located south of Laura Lane and west of 90th Street). A RESOLUTION CALLING FOR A PUBLIC HEARING TO CONSIDER GRANTING A ZONING MAP AMENDMENT FOR APPROXIMATELY 7.404 ACRES OF LAND- CONSISTING OF LOT 16 & PART OF LOT 17, BLOCK 7, HILLCREST 2 SUBDIVISION, PORT ARTHUR, JEFFERSON COUNTY, TEXAS (PROPERTY IS LOCATED SOUTH OF LAURA LANE AND WEST OF 90TH STREET) WHEREAS, it is being requested that City Council consider a zoning map amendment for the area delineated in Exhibit "A"; and, WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a public hearing must precede any zoning change. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the Planning and Zoning Commission reviewed the case on July 17, 2023. THAT a public hearing to consider whether to grant a zoning map amendment request for approximately 7.404 acres of land, consisting of Lot 16 & part of Lot 17, Block 7, Hillcrest 2 Subdivision, Port Arthur, Jefferson County, Texas (PROPERTY IS LOCATED SOUTH OF LAURA LANE AND WEST OF 90TH STREET), as delineated in Exhibit"A", shall be held on August 15, 2023, at 10:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street, or by telephonic and videoconference. THAT notice of the public hearing shall be published at least fifteen days prior in the City's official newspaper before going to the City Council. THAT a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
