any solar project or purchasing program, within a geographic
area, in which the benefits of a solar project flow to multiple
customers such as individuals, businesses, nonprofits, and
other groups.

the Executive Director of the Texas AgriForestry Small
Farmers and Ranchers. Mills backgrounds consist of
over 30 years of Economic/Business Development and
Non-Profit Management.
Mills professional background includes, Georgia
Institute of Technology, Local Economic Impact Analysis
Training in Atlanta Georgia, Economic Development
Institute (EDI) at Oklahoma University in Norman,
Oklahoma, Basic Economic Development Training from
Texas A & M University in Bryan, Texas.
