This program is intended to guide motorists, bicyclists, and pedestrians along and through streets, sidewalks and public spaces throughout the City of Port Arthur. Wayfinding Signage Program Update •May 26, 2020 -Pursuant to Resolution No. 20-173, a contract was negotiated with Clark Condon Associates, Inc. of Houston, Texas for the design implementation plan of a wayfinding and signage program for the City of Port Arthur. •June 23, 2020 –Pursuant to Resolution No. 20-208, the City of Port Arthur entered into a contract with Clark Condon Associates, Inc. for the design and implementation plan of a wayfinding and monument signage program. •May 11, 2021 –Clark Condon Associates, Inc. came before City Council and made a presentation that showed the design and implementation plan for the wayfinding program. •Pursuant to Resolution No. 21-180, the City of Port Arthur entered into a contract with Clark Condon Associates, Inc. for the landscaping design and construction documents for the wayfinding program. Wayfinding Signage Program Update •For several months, meetings were held with City staff and Clark Condon regarding the placement of the wayfinding signs. Sites had to meet the guidance of TxDOT’s Interlocal Gateway Monument Guide. •March 2022 –The design for the City of Port Arthur Monumentation and Signage project was complete. •April 2022 –The design packet had to be updated with the revised slogan (Gateway to Opportunity). •May 2022 –The complete design package was sent to TxDOT. Prior to beginning any construction activities, the City of Port Arthur had to fully execute a Gateway Monument Agreement with TXDOT. •July 19, 2022 –Pursuant to Resolution No. 22-319, the City of Port Arthur entered into an Interlocal Gateway Monument Agreement with the Texas Department of Transportation for the installation of wayfinding signage. Wayfinding Signage Program Update •September 2022 –City Staff discussed the areas where the directional signage would be placed on Pleasure Island. We received the graphic designs for all the other signage types. •TxDOT requested traffic control plans and SWPPP (Stormwater Pollution Prevention Plans). Clark Condon worked with a Civil Engineer to get this done so that we can get the approved construction documents in order to bid on the project. •October 2022 –Received the Signage Package with Technical Specifications and Drawings to be advertised for Bid. This was also sent out to TxDOT for the final permit. •November 2022 –Bids were advertised for the construction of the wayfinding signs for the wayfinding signage program. Wayfinding Signage Program Update •January 18, 2023 –Bids were received for the construction of the Wayfinding Project.•March 14, 2023 –Pursuant to 23-095 Preferred Facilities Group-USA was awarded the contract for the construction of the Wayfinding Monument Signs.•May 2023 –City Staff had a discussion with Preferred Facilities Group and Clark Condon regarding the Railroad. KCS explained to them that they will not be able to paint anything on the overpasses. •May 10, 2023 –Wayfinding Pre-Construction Meeting was held with City Staff, Matt Ueding and John Robinson, from Preferred Facilities Group and Brandon Whitaker from Clark Condon. In the meeting, it was discussed that the signs can’t be lit until we get meter cans which could take approximately 52 weeks to come in. •May 12, 2023-City Staff began working with Rhonda Bell, Sr. Engineering Tech, to obtain addresses for the primary and secondary sites so that accounts can be set up through Entergy•May 24, 2023 –City Staff received communication that prior to setting up Entergy accounts, Jefferson Electric and an Entergy engineer had to meet at each site to review each site’s existing electrical conditions. The meter cans won’t be able to be ordered until the Entergy engineer has reviewed the sites to determine what size meter can will be required for each site. The meter cans are still estimated to take 52 weeks. Wayfinding Signage Program Update •May 25, 2023 –A meeting was held with TxDOT to review the locations of the three Primary Signs. TxDOT had to have final approval on the three primary signs since they will be installed in TxDOT right of way. The secondary signs will be confirmed by the City of Port Arthur. •Final locations of the monument addresses were confirmed •300 WOODWORTH BLVD, PORT ARTHUR, TX 77640-6349 •442 4TH ST, PORT ARTHUR, TX 77640-6450 •3918 W H O MILLS BLVD, PORT ARTHUR, TX 77640 •2838 HIGHWAY 365, PORT ARTHUR, TX 77640-1531 •1785 W T B ELLISON PARKWAY, PORT ARTHUR, TX 77640 •6929 GULFWAY DR, PORT ARTHUR, TX 77642 Wayfinding Signage Program Update •June 28, 2023 –We were informed that the original representative from Entergy would be transferred to a different position. •July 13, 2023 –We were notified that Addie Hollyfield is the new Entergy representative for the project. •July 21, 2023 –Addie met with Preferred Facilities Group to review the five sign locations requiring new service.•August 4, 2023 –A meeting was held with City Staff, Clark Condon, Jefferson Electric and Entergy. •Entergy advised Preferred Facilities Group that new poles and transformers may have to be installed at 4 out of the 5 locations.•Entergy will need a TxDOT permit which takes three weeks. There is no lead time on new transformers. Once the permit is approved, the bill has been paid, it takes approximately two weeks for Entergy to mobilize the sites and install poles and transformers.•Jefferson Electric has located an alternate size meter can, it has been approved by Entergy and they are scheduled to arrive in far less than 52 weeks.•Preferred Facilities Group will provide TXDOT with a survey of sign locations.
