HomeMy WebLinkAbout(3) 05/17/2023 SPECIAL MEETING SPECIAL MEETING — May 17, 2023 I. INVOCATION, PLEDGE & ROLL CALL Councilmember Frank gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Thursday, May 17, 2023 at 10:37 a.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartie; Mayor Pro Tem Ingrid Holmes; Councilmembers Thomas Kinlaw, III, Kenneth Marks Donald Frank, Sr.; City Manager Ron Burton; City Secretary Kelly Moore; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Councilmembers Cal Jones and Charlotte Moses were absent from the Special Meeting. II. ITEMS REQUIRING INDIVIDUAL ACTION (A) Travel Expense Reports Request For Pre-Approval Of Travel Pursuant To 78-269 (b)(8) Of The Code Of Ordinances (A1) Mayor Thurman Bartie, Emergency Management Director Pursuant To Texas Government Code 418.1015 Texas Department Of Emergency Management Conference Fort Worth, TX May 29 — June 3, 2023 $1,590.17 The Mayor introduced the above-mentioned Proposed Item. Upon the motion of Mayor Pro Tem Holmes, seconded buy Councilmember Kinlaw and carried, Proposed Item (Al) was approved. Voting Yes: Mayor Bartie; Mayor Pro Tern Holmes; Councilmembers Kinlaw, Marks, and Frank. Voting No: None. B. Resolution / Ordinance (1) P.R. No. 23157 — A Resolution Appointing And/Or Reappointing A Member Or Members To The Downtown Tax Increment Reinvestment Zone TIRZ #1 Board The Mayor introduced the above-mentioned Proposed Resolution. The motion was made by Mayor Bartie and seconded by Councilmember Kinlaw that Proposed Resolution No. 23157 be adopted. Councilmember Donald Frank was nominated for appointment to the Downtown Tax Increment Reinvestment Zone TIRZ #1 Board. Voting Yes: Mayor Bartie; Mayor Pro Tern Holmes; Councilmembers Kinlaw, Marks, and Frank. Voting No: None. Proposed Resolution No. 23157 was adopted, with the above-mentioned name inserted, becoming Resolution No. 23-221. The caption of Resolution No. 23-221 reads as follows: RESOLUTION NO. 23-221 A RESOLUTION APPOINTING AND/OR REAPPOINTING A MEMBER OR MEMBERS TO THE DOWNTOWN TAX INCREMENT REINVESTMENT ZONE TIRZ #1 BOARD (2) P.R. No. 23158 — A Resolution Approving The City Of Port Arthur's Application For Chapter 380 Programs And Other Related Incentives The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Frank, seconded by Councilmember Marks and carried, Proposed Resolution No. 23158 was adopted becoming Resolution No. 23-222. Voting Yes: Mayor Bartie; Mayor Pro Tem Holmes; Councilmembers Kinlaw, Marks, and Frank. Voting No: None. 4 The caption of Resolution No. 23-222 reads as follows: RESOLUTION NO. 23-222 A RESOLUTION APPROVING THE CITY OF PORT ARTHUR'S APPLICATION FOR CHAPTER 380 PROGRAMS AND OTHER RELATED INCENTIVES (3) P.O. City Council Minutes Special Meeting — May 17, 2023 2 Upon the motion of Mayor Pro Tem Holmes, seconded by Councilmember Kinlaw and carried, Proposed Ordinance No. 7148 was adopted becoming Ordinance No. 23-20. Voting Yes: Mayor Bartle; Mayor Pro Tern Holmes; Councilmembers Kinlaw, Marks, and Frank. Voting No: None. No. 23160 — A Resolution Documenting That Pursuant To The Amendment Of Section 9 Of Article II Of The City Charter Approved At The May 2, 1992 City Election In The City Of Port Arthur, Texas, District 2 Councilmember Shall Serve As Mayor Pro Tem And Shall Act As Mayor During The Absence Or Disability Of The Mayor And Shall Serve As Mayor Pro Tern Until May 2024 The Mayor introduced the above-mentioned Proposed Resolution. Upon the motion of Councilmember Frank, seconded by Councilmember Marks and carried, Proposed Resolution No. 23160 was adopted becoming Resolution No. 23-223. Voting Yes: Mayor Bartie; Mayor Pro Tem Holmes; Councilmembers Kinlaw, Marks, and Frank. Voting No: None. The caption of Resolution No. 23-223 reads as follows: City Council Minutes Special Meeting — May 17, 2023 3 RESOLUTION NO. 23-223 A RESOLUTION DOCUMENTING THAT PURSUANT TO THE AMENDMENT OF SECTION 9 OF ARTICLE II OF THE CITY CHARTER APPROVED AT THE MAY 2, 1992 CITY ELECTION IN THE CITY OF PORT ARTHUR, TEXAS, DISTRICT 2 COUNCILMEMBER SHALL SERVE AS MAYOR PRO TEM AND SHALL ACT AS MAYOR DURING THE ABSENCE OR DISABILITY OF THE MAYOR AND SHALL SERVE AS MAYOR PRO TEM UNTIL MAY 2024 III. SWEARING IN OF COUNCILMEMBERS & MAYOR PRO TEM City Secretary Bellard administered the Statement and Oath of Office to Wilie "Bae" Lewis, Jr, as District 1 Councilmember. City Secretary Bellard administered the Statement and Oath of Office to Tiffany Hamilton as District 2 Councilmember. City Secretary Bellard administered the Statement and Oath of Office to Thomas Kinlaw, III., as At-Large Position 5 Councilmember. City Secretary Bellard administered the Statement and Oath of Office to Donald Frank, Sr., as At-Large Position 6 Councilmember. III. ADJOURNMENT OF MEETING Upon the motion by Mayor Pro Tern Hamilton, seconded by Councilmember Lewis and carried unanimously, the City Council adjourned their meeting at 11:34 a.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
