RECOMMENDATION:
I recommend that the City Council approve Proposed Resolution No. 15512, approving
an Energy Efficiency and Conservation Strategy.
BACKGROUND:
Approval of this strategy is a requirement for our application with the Department of
Energy for the Energy Efficiency and Conservation Block Grant.
BUDGETARY/FISCAL EFFECT:
This plan is required for the EECBG eligibility.
EMPLOYEE/STAFF EFFECT:
None.
SUMMARY
I recommend that the City Council approve Proposed Resolution No. 15512, approving
an Energy Efficiency and Conservation Strategy.

RESOLUTION NO.
A RESOLUTION ADOPTING AN ENERGY EFFICIENCY AND
CONSERVATION STRATEGY FOR THE CITY OF PORT ARTHUR TO
PROMOTE RESPONSIBLE USE OF ELECTRICITY AND OTHER
ENERGY RESOURCES.
WHEREAS, the City applied to the Department of Energy for an energy
efficiency project to be funded through the Energy Efficiency and Conservation Block
Grant (EECBG) program; and,
WHEREAS, an Energy Efficiency and Conservation Strategy is required for those
applicants seeking financial assistance from this program; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT
ARTHUR:
THAT, the City of Port Arthur Energy Efficiency and Conservation Strategy, is
approved as shown on Exhibit "A" attached hereto and made a part hereof; and,
THAT, a copy of the caption of this Resolution be spread upon the Minutes of
the City Council.

Attachment D
Energy Efficiency & Conservation Strategy for Units of Local
Governments & Indian Tribes
As detailed in Part 1 of this announcement, all applicants must submit an Energy
Efficiency and Conservation Strategy (EECS). Units of local government and
Indian tribes have the option of submitting the EECS no later than 120 days after
the effective date of the award or at the time of application. Units of local
government and Indian tribes who chose to submit the EECS at the time of
application shall use the format contained in Attachment D. This form should be
saved in a file named "UIC-Strategy.pdY' and click on "Add Optional Other
Attachment" to attach.

1. Dexribe your governments proposes Energy Efficiency and Conservation Strategy. Provide a
concise summary of your measurable goals and objectives, which should be aligned with the defined
purposes and eligible activities of the Energy Efficiency and Conservation Block Grant (EECBG)
Program. These goals and objectives should be comprehensive and maximize benefits community-
wide. Provide a xhedule or timetable for major milestones. If your government has an existing
energy, climate, or other related strategy, please dexribe how these strategies relate to each other.
The City of Port Arthur intends to use the funding from the EECBG to leverage funds obtained from a
Supplemental Environmental Project from the Texas Commission on Environmental Quality and local
industry. This funding will be applied to retrofit the City Hall building w"dh a new, energy efficient
heating, ventilation, and air conditioning (HVAC) system. This system will provide for more accurate
controls to limit wasteful overuse of the HVAC, increasing comfort and reducing electrical consumption.
In addition to these improvements, the existing single pane windows will be replaced with high efficiency
double pane glass. It is expected that these windows, in conjunction with the upgrade of the HVAC
system, will reduce electrical consumption at this major city building by 25 to 50 percent.
This program is currently under design, with an expected completion date of mid-November. A
contract(s) for installing the upgrades will be awarded by the end of 2009. All upgrades should be
completed by summer of 2010.
In addition to this initial effort, the City is installing motion sensor light switches to reduce electrical
consumption by lighting in unoccupied rooms. We are also researching high efficiency, reduced
consumption lighting for all City buildings.
For community-wide conservation, the City is partnering with Entergy-Texas to research high efficiency,
reduced consumption street lighting for all City streets. We are planning on working with Entergy to
promote their existing program of educating consumers in methods to reduce electrical consumption in
residences and businesses.
2. Dexribe your governments proposed implementation plan for the use of EECBG Program funds to
assist you in achieving the goals and objectives outlined in the strategy dexribed in Question #1.
Your description should include a summary of the activities submitted on your activity worksheets,
and how each activity supports one or more of your strategys goals/objectives.
The funding obtained under the Energy Efficiency and Conservation Block Grant will be used under
"Energy Efficiency Retrofits" to replace the existing HVAC system and windows at City Hall to reduce
energy consumption for that building. The City is also implementing "Energy Efficiency and Conservation
Programs for Buildings and Facilities" by planning to install motion sensor light switches and high
efficiency lighting. °Building Codes and Enforcement" are being used by adopting the most up to date
building and electrical codes as they are implemented. The City is also implementing the activity "Traffic
Signals and Street Lighting" by replacing old incandescent traffic lights with reduced consumption LED
lighting. In addition, the City is working with Eneergy-Texas on a plan to replace existing street light
luminaires with high efficiency bulbs.
3. Describe how your government is taking into account the proposed implementation plans and
activities for use of funds by adjacent units of local govemment that are grant recipients under the
Program (response not mandatory for Indian Tribes).
The City of Port Arthur is a member of the South East Texas Regional Planning Commission (SETRPC)
that has "The Lighthouse Program" for distributing funding from local industry to provide weatherization
and energy efficiency upgrades for low income housing within Port Arthur. The Mayor and other City
officials have been deepty involved in the program, encouraging involvement and participation.
4. Describe how your government will coordinate and share information with the state in which you are
located regarding activities carried out with grant funds to maximize energy efficiency and
conservation benefits (response not mandatory for Indian Tribes).
The City will report progress to the State of Texas as required by the State Energy Conservation Office
(SEGO).
5. Describe how this plan has been designed to ensure that it sustains benefits beyond the EECBG
funding period.
The City of Port Arthur has, by adoption of this st2tegy, implemented a policy for continued efforts to
improve energy effidency in all City buildings by the replacement of old, outdated lighting with new, high
effidency technology, upgrading HVAC systems with high efficiency un'~ as budgetary constraints allow,
and encouraging a climate and philosophy of energy conservation in all its employees.
6. The President has made it clear that every taxpayer dollar spent on our economic recovery must be
subject to unprecedented levels of transparency and accountability. Describe the auditing or
monitoring procedures currentty in place or that will be in place (by what date) to ensure funds are
used for authorized purposes and every step is taken to prevent instances of fraud, waste, error,
and abuse.
The project will be overseen by the Department of Public Works. Construction activities will be overseen
by the engineering firm that is designing the project for the City. In addition, all procurement and
contracting will be accomplished in accordance with the State of Texas statures regarding procurement
and with the City of Port Arthur Purchasing Manual.
