Milo, Senior Planner- Development Services RE: P.R. NO. 23370—A resolution calling for a public hearing to consider a zoning map amendment. Introduction: The intent of this Agenda Item is to request a public hearing to consider a zoning map amendment for approximately 2.016-acres of Land (87,811 Sq. Ft.) consisting of a portion of lots 1 & 8, Track 1, Block 13, Range K, Port Arthur Land Company Subdivision, T. & N.O. RR CO. Survey NO. 11, Abstract No. 243, City of Port Arthur, Jefferson County, Texas (Property is located North of Medical Center Boulevard and East of F.M. Highway 365). The purpose of this request is to amend PD-1 to include zoning use type: "Automobile repair, major", for the development of a collision repair shop. Background: An application was submitted to the Office of Planning & Zoning on or around September 18, 2023. A pre-development meeting was held with city/county officials to discuss the development in greater detail. The pre-development meeting was conducted on August 09, 2023. Participants included the Representatives from the City's Planning and Zoning Division, Chief Building Official, Sanitarian, Solid Waste Division, Regulatory Services, Engineering "Remember,w e are here to sere e the Citizens of Port Arthur" P.O.Box 1089 X Port Arthur,Texas 77641-1089 X 409.983.8101 X FAX 409.982.6743 Division, and the Fire Marshal's Office. A Representative from Drainage District No. 7 was in attendance, as well as client representation from Goree Architects). Information regarding the development was provided to the developer and or their representative, along with contact information if additional guidance is needed. The Planning & Zoning Commission will meet on this item on October 2, 2023. A final report will be prepared and provided to City Council in accordance with Chapter 211.007 of the Texas Local Government Code, and Appendix A, Section 6.03 of the City's Zoning Ordinance. Budget Impact: None Recommendation: It is recommended that City Council approve P.R. SURVEY NO. 11, ABSTRACT NO. 243, (PROPERTY IS LOCATED NORTH OF MEDICAL CENTER BOULEVARD AND EAST OF F.M. HIGHWAY 365), CITY OF PORT ARTHUR, JEFFERSON COUNTY, TEXAS WHEREAS, it is being requested that City Council consider a zoning map amendment for the area delineated in Exhibit "A"; and, WHEREAS, pursuant to Chapter 211 in the Texas Local Government Code, a public hearing must precede any zoning change. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT the facts and opinions in the preamble are true and correct. THAT the Planning and Zoning Commission reviewed the case on October 2, 2023. THAT a public hearing to consider whether to grant the zoning map amendment for approximately 2.016 acres of land, consisting of a portion of lots 1 & 8, TR 1, Block 13, Range K, Port Arthur Land Company Subdivision, T. & N.O. RR CO., survey No. 11, Abstract No. 243, City of Port Arthur, Jefferson County, Texas, as delineated in Exhibit "A" shall be held on November 07, 2023, at 10:00 a.m. in the City Council Chambers, Fifth Floor, City Hall, 444 4th Street, or by telephonic and videoconference. THAT notice of the public hearing shall be published at least fifteen days prior in the City's official newspaper before going to the City Council.
