HomeMy WebLinkAbout(2) 06/21/2023 SPECIAL MEETING SPECIAL MEETING — June 21, 2023 I. INVOCATION, PLEDGE & ROLL CALL Councilmember Lewis gave the invocation followed with the pledge to the flag. The City Council of the City of Port Arthur met in Special Session on Wednesday, June 21, 2023 at 11:08 p.m. in the City Council Chamber, City Hall, with the following members present: Mayor Thurman Bill Bartle; Councilmembers Willie "Bae" Lewis, Thomas Kinlaw, III. and Donald Frank Sr.; City Manager Ron Burton; City Secretary Sherri Bellard; City Attorney Valecia R. Tizeno and Sergeant At Arms Police Chief Tim Duriso. Mayor Pro Tern Tiffany Hamilton joined the Special Meeting at 11:26 a.m. Councilmember Kenneth Marks was absent from the Special Meeting. II. PRESENTATIONS AND COMMUNICATIONS A. Presentations (1) A Presentation By Fire Chief Greg Benson Regarding The Process For The Issuance Of Permits For The Operation Of Emergency Service Vehicles (Ambulances) Within The City Port Arthur Pursuant To Chapter 114, Article II Of The Code Of Ordinances Fire Chief Greb Benson gave the above-mentioned presentation. (2) A Presentation In Response To The City Of Port Arthur's Invitation To Submit Applications For The Issuance Of Permits And Operation Of Emergency Service Vehicles Within The City Of Port Arthur By: a. Viking Enterprises, Inc. dba City Ambulance Service Viking Enterprises, Inc. Vice President Andre Reuben gave the above-mentioned presentation. b. Acadian Ambulance Service, Inc. Acadian Regional Vice President gave the above-mentioned presentation. B. Communications — None III. ACTION ITEMS (1) To Discuss And Possibly Take Action Regarding A Final 30- Day Extension Of The Existing Ambulance Services Between The City Of Port Arthur And Acadian Ambulance Service, Inc., To Facilitate Deliberations Of The Application Process Fire Chief Greg Benson appeared before the City Council to answer inquiries regarding inquiries regarding vehicles for hire ambulance services with the city. Cascades at Port Arthur Nursing Home Administrator Andy Hill appeared before City Council and stated in his opinion that adding another ambulance service will cause confusion. Spoke against having two ambulances services in the city. Upon the motion of Councilmember Lewis, seconded by Councilmember Kinlaw and carried unanimously, to extend a 30-day extension to the existing ambulance service Acadian Ambulance Service, Inc. Voing Yes: Mayor Bartie; Mayor Pro Tern Hamilton; Councilmembers Lewis, Kinlaw and Frank. Voting No: None. IV. ADJOURNMENT OF MEETING Upon the motion by Councilmember Frank seconded by Councilmember Kinlaw and carried unanimously, the City Council adjourned their meeting at 1:24 p.m. An audio-tape of this meeting is on file in the office of the City Secretary and is made a part of the official minutes of this meeting.
