RE: P.R.23139—El Vista Pump Station Repairs Amendment No. 1 —Extending the
Time for Project Completion
Introduction:
This agenda item requests the City Council's approval of Amendment Number One(1)to extend
the completion date for the design of the El Vista drainage pump station improvements.
Background:
Resolution 23-228 authorized the execution of a contract with LJA Engineering of Beaumont,
Texas, for the El Vista drainage pump station improvements. LJA Engineering notified the
Public Works Department of its difficulty securing a geotechnical subconsultant to perform the
necessary work, which affects the approved schedule. LJA Engineering provided a letter
detailing the circumstances surrounding the delay. The firm proposes design completion by
January 19, 2024.
Budget Impact:
There is no budgetary impact for this amendment.
Recommendation:
It is recommended that the City of Port Arthur City Council approves Proposed Resolution
23139 extending LJA Engineering's design contract for the El Vista Drainage Pump Station
improvements.

Re: El Vista Pump Station Improvements
Dear Mrs. Roberts,
UA entered into an agreement with the City of Port Arthur on July 7, 2023 for the El Vista Pump Station
Improvements. In our proposal, we estimated that the project would take approximately 4 months to
complete the final plans. We immediately began working on the project by developing the scope for
surveying field services. The surveying field services were scheduled for and completed on August 9,2023.
Additionally,we contacted a firm, Braun Intertec(Braun), in early August to provide geotechnical borings
and soils analysis. Unfortunately, it took much longer than anticipated to receive the geotechnical
proposal and ultimately to sign a work authorization with Braun. The issues were at the admin. and legal
counsel levels in regard to existing Master Sub-Consultant Agreements between UA and Braun. Once the
issues were resolved, the executed sub-consultant work authorization was returned to UA on Wednesday,
September 27,2023. However, the transmittal email stated that with Braun's current backlog, the earliest
availability for drilling will be October 23.
With the borings field exploration being estimated to be delayed until late October, the laboratory testing
will be completed within two weeks after the field exploration, and a final report will be issued from Braun
two weeks after the lab testing(per Braun's proposal). We have begun working on the analysis and design
of the proposed improvements to the forebay. However, our design may need to be revised based on the
conclusions from the final geotechnical report.
Due to the delays in getting the work authorization signed and the projected drilling date, UA is asking for
the schedule to be amended. We now anticipate that we will be finished with final design for submittal
to the City for review by January 19, 2024.
Please let me know if you have any questions or need additional information.
Sincerely,
UA ENGINEERING,INC. AGREED TO:
