City of ort rthu www.PortArthurTx.gov INTEROFFICE MEMORANDUM Date: September 22, 2023 To: Ronald Burton, City Manager From: Greg Benson,Fire Chief 6 5,7 RE: P.R. 23354 - City of Port Arthur Proposed Resolution—Accept the donation of two Zoll Auto Pulse devices at an estimated cost of $47,000 from Golden Pass LNG, LLC., Nature of the request: Accepting a donation of two Zoll Auto Pulse devices from Golden Pass LNG,LLC., to contribute to life saving capability for residents,visitors, and workers in the City of Port Arthur. The approximate cost of the two devices is $47,000.00. The donation will allow Auto Pulse devices to be placed in Engine 2 and Engine 4 enhancing lifesaving capability during response to cardiac arrest incidents. Background Emergency medical events that result in cardiac arrest of the patient are life threatening with limited potential for resuscitation unless appropriate actions are taken in a short time frame. The ability for Port Arthur Fire Department(PAFD)to respond within national standards of six minutes and initiate actions for effective Cardiopulmonary Resuscitation(CPR) is a major determinant in the patient outcome. With the City support, PAFD had implemented two Zoll Auto Pulse devices approximately 18 months ago. The survivability of patients in cardiac arrest has increased approximately 30% since implementation. The Sabine Pass, Pleasure Island and West Side area do not have the most appropriate level of response time with Auto Pulses due to a lack of Auto Pulse resources Engine 2 and Engine 4. The donation made by Golden Pass LNG LLC., will increase lifesaving capability in the response areas of Engine 2 and Engine 4. Their willingness to invest in the devices will enhance the potential to save the life of someone in cardiac arrest. A RESOLUTION AUTHORIZING THE CITY MANAGER TO ACCEPT A DONATION FROM GOLDEN PASS LNG, LLC IN THE FORM OF TWO ZOLL AUTO PULSE DEVICES FOR LIFE SAFETY TO RESIDENTS, VISITORS AND WORKERS IN THE CITY OF PORT ARTHUR IN THE EVENT OF CARDIAC ARREST EVENTS. WHEREAS, the Port Arthur Fire Department received a donation from Golden Pass LNG, LLC. in the form of two Zoll Auto Pulse devices that perform Cardiopulmonary Resuscitation(CPR) on patients that have gone into cardiac arrest; and, WHEREAS,the donation cost is $47,000.00 for the two lifesaving devices; and, WHEREAS, the donation will be used in enhancing cardiac arrest survival capability for residents, visitors and workers in the City of Port Arthur; now,therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR, TEXAS: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Manager is herein authorized to accept a donation from Golden Pass LNG, LLC., in the form of two Zoll Auto Pulse devices to support enhancement of life safety as denoted in Exhibit"A". Section 3. That a copy of the caption of this Resolution be spread upon the Minutes of the City Council.
