Coastal Storm Risk Management:
A Regional Approach
Construction of a region-wide risk reduction system, along with ecosystem restoration, will improve our ability to respond to future storms and address long-term impacts of sea level
rise & land subsidence.
The Port Arthur Project is a component of the Sabine Pass to Galveston Bay Program (S2G) which includes project areas in the cities of Port Arthur (Jefferson), Freeport (Brazoria), and
Orange (Orange).
The objectives of the overall S2G Program include:
Reducing risks to human life from storm surge;
Reducing economic damages to residents, businesses, and infrastructure;
Enhancing energy security by reducing storm surge risk to petrochemical facilities; and
Reducing adverse physical impacts to waterways used for commercial and recreational activities.

Port Arthur Project Executive Overview
The Port Arthur Project, one of three S2G projects, is located in Southeast Texas, approximately 12 miles from the Gulf of Mexico, on the west side of Sabine Lake. The Project will make
improvements to an existing Hurricane Flood Protection Project (HFPP) system based on the 1% Annual Exceedance Probability (AEP) Storm Event combined with 2070 Relative Seal Level Rise
conditions.
The improved Coastal Storm Risk Management (CSRM) system will increase the level of performance and resiliency of the HFPP.

Project Funding
USACE is partnering with Jefferson County Drainage District # 7, the
Non-Federal Sponsor, to design and construct the Port Arthur Project.
Civil works projects like this are cost-shared between the Federal Government and the Non-Federal sponsor. The Federal Government
is responsible for 65% of the cost and the Non-Federal sponsor is responsible for 35% of the cost.

Project Features
Concrete Floodwalls
Construct or reconstruct 5 Miles of New Concrete Floodwall (Ranging from 17.5 ft to 24.5 ft in height)
Replace existing I-Walls with T-Walls
Provide Levee Erosion Protection (Stone Armoring)
Earthen Levees
Raise approximately 10.95 Miles of existing earthen levee (Ranging from 14.5 ft to 20.5 ft in height)

Road and Railroad Closure Gates
Twenty-One road & railroad closure structures will be constructed or replaced on public and private roadways. There are three types of gates:

The Contract Award value equals $102.5 Million
USACE is planning a Pre-Construction Conference during period Nov. 6-10, 2023
Site Mobilization and Construction Start expected to occur during the early 2024 timeframe (exact date TBD)
Project duration is 4.5 years ending in June 2028
