Langford, Assist t City Manager— Operations/Director of Development Services RE: P.R. NO. 23402 — A resolution appointing/reappointing a Planning and Zoning Commission member. Introduction: This agenda item intends to seek the City Council's approval of P.R. NO. 23402 appointing or reappointing a member to the Planning and Zoning Commission, pursuant to Article XI, Section I, of the Charter of the City of Port Arthur, for a five (5) year term to expire on October 30, 2028. Background: In accordance with Article XI, Section I, the City Planning and Zoning Commission shall be composed of five (5) members and appointed for a term of one, two, three, four, and five years, respectively, and annually thereafter, one member shall be appointed for the term of five (5) years. Members of the City Planning and Zoning Commission shall be appointed by a majority vote of the members of the City Council and may be removed for cause at any time. Currently, this position is being held by Dr. Rosalind Queen. Dr. Queen was first appointed to the Planning & Zoning Commission on May 24, 2022, by Resolution No. 22-242 to fill the vacancy created by the resignation of Noel Ozen-Brown. Dr. Queen has diligently served on the Commission since this time. Notification of term expiration was forwarded to Dr. Queen via email on Friday, October 13, 2023, and she acknowledged receipt. A certified letter and a telephone notification are being forwarded to Dr. Queen on October 16, 2023. Dr. Queen has been informed "Remember, we are here to serve the Citizens of Port Arthur" P.O. The Council can choose to reappoint her or appoint a new person to serve a new five-year term ending October 30, 2028. Budget Impact: None Recommendation: It is recommended that the City Council approve P.R. NO. 23402 appointing or reappointing a member to the Planning and Zoning Commission, pursuant to Article XI, Section I, of the Charter of the City of Port Arthur, for a five (5) year term to expire on October 30, 2028. A RESOLUTION APPOINTING A MEMBER TO THE PLANNING AND ZONING COMMISSION OF THE CITY OF PORT ARTHUR FOR A FIVE- YEAR TERM ENDING ON OCTOBER 30, 2028 WHEREAS, the term of Planning and Zoning Commissioner Dr. Rosalind Queen expires on October 30, 2023, as delineated in Exhibit "A"; and, WHEREAS, pursuant to Section 1 of Article XI of the Charter of the City of Port Arthur, it is necessary to appoint or reappoint a person to serve the term set to begin on October 31, 2023. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council hereby appoints or reappoints to serve as a member of the Planning and Zoning Commission for a five (5) year term, expiring October 30, 2023, as delineated in Exhibit Section 3. That in accordance with Resolution No. 98-157, the appointee shall immediately contact the City Secretary to be sworn in, receive a copy of the Charter and documentation setting up the committee, commission, or board, and attend an orientation seminar from the City Attorney's Office. Section 4. That this Resolution shall be effective immediately. Section 5. That a copy of the caption of this Resolution shall be spread upon the Minutes of the City Council. P.R.
