Introduction: The intent of this Agenda Item is for the City Council to ratify the emergency memo to repair the collapsed 8" sanitary sewer pipe between Chevy Chase In and Cobblestone ln. by Global Drilling of Winnie, Texas. The estimate for the replacement was $145,000, and the work was completed for $254,358.40, due to adding point repairs, difficulty of equipment access, and multiple unshielded power lines around the construction site. Background: A section of the 8" clay tile sanitary sewer pipe in the alleyway between Chevy Chase In and Cobblestone in.collapsed and caused three ground cavities. Water Utilities discussed the project with three contractors for proposals. Only Global Drilling had the equipment and ability to immediately perform the work. On August 10, 2023, the City Manager signed an emergency memo, authorizing the replacement of 500 feet of pipe and 3 manholes. When excavations started it was determined that the electrical and gas lines had been installed directly over the sewer pipes in what appeared to be the same trench and that the electrical distribution system had used direct bury unshielded cables. The situation brought construction site safety issues which delayed the work and increased the cost. Budget Impact: The total budgetary impact is $254,358.40 and funding is available in Water Utilities Sewer System Maintenance Account No. 410-40-220-5313-00-00-000. A RESOLUTION RATIFYING THE EMERGENCY REPAIRS TO THE SANITARY SEWER BETWEEN CHEVY CHASE LANE AND COBBLESTONE LANE, FOR THE NOT TO EXCEED AMOUNT OF $254,358.40 FROM WATER UTILITIES SEWER SYSTEM MAINTENANCE ACCOUNT NO. 410-40-220-5313-00-00-000. WHEREAS, a section of the 8" clay tile sanitary sewer pipe in the alleyway between Chevy Chase Ln and Cobblestone Ln. collapsed and caused three ground cavities; and, WHEREAS,on August 10, 2023,the City Manager signed an emergency memo (Exhibit "A"), authorizing the replacement of 500 feet of pipe and 3 manholes by Global Drilling, Inc. of Winnie, Texas; and, WHEREAS,the original estimate for the replacement was $145,000.00,but the final cost is $254,358.40 (Exhibit`B"), due to adding point repairs, the difficulty of equipment access, and multiple unshielded power lines around the construction site; and, WHEREAS, pursuant to Section 252.022(a)(1) this purchase is authorized because of a public calamity that requires the immediate appropriation of money to relieve the necessity of the municipality's residents or to preserve the property of the municipality; and, WHEREAS, it is further authorized pursuant to Section 252.022(a)(2) of the Local Government Code to preserve or protect the public health or safety of the municipality's residents. NOW THEREFORE,BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT,City Council hereby ratifies the emergency repair to replace the pipe and manholes with a total budgetary impact of $254,358.40 (Invoice attached as Exhibit `B") from Water Utilities Sewer System Maintenance Account No. 410-40-220-5313-00-00-000; and, PR No. 23381 10/13/2023 JL Page 2 of 3 THAT, a copy of the caption of this Resolution shall be spread upon the Minutes of the Meeting of the City Council.
