RESOLUTION NO.
A RESOLUTION CASTING VOTES FOR THE BOARD OF DIRECTORS OF
THE JEFFERSON CENTRAL APPRAISAL DISTRICT FOR THE TERM
ENDING DECEMBER 31, 2024
WHEREAS, the terms of the Jefferson Central Appraisal District Board of Directors
expire on Decembers 31, 2023; and,
WHEREAS, on October 16, 2023 (pursuant to Resolution No. 23-441), the City
Council cast votes for nominations to the Jefferson Central Appraisal District and submitted
one name for consideration; and,
WHEREAS, all five (5) positions on the Board of Directors are up for re-election for
the 2024-2024 term of office; and,
WHEREAS, based on 2022 Tax Levies, the City Council has 178 votes allocated;
and,
WHEREAS, the City Council can cast all of its 178 votes for one candidate or
distribute them among the other candidates; and,
WHEREAS, the following individuals are candidates for the board of directors:
• Tim Funchess
• Eugene Landry
• Kenneth Marks
• Lauren Williams Mason
• Robert Thewman
WHEREAS, the deadline for casting votes by written resolution is on or before
December 15, 2023, the official ballot is attached hereto as Exhibit "A"; and,

WHEREAS, the term of office for the Jefferson Central Appraisal District Board of
Directors is from January 1, 2024 to December 31, 2024.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PORT ARTHUR, TEXAS:
Section 1. That the facts and opinions in the preamble are true and correct.
Section 2. That the City Secretary shall submit this Resolution to the Jefferson
Central Appraisal District, as delineated herein with the applicable votes and shall send a
certified copy of this Resolution to the District:

Dear Mayor Bartie:
In accordance with Section 6.03 of the Property Tax Code, I have enclosed a copy of the ballot
of the nominees for the Jefferson Central Appraisal District Board of Directors for the 2024 term
of office. Please be aware that due to new legislation, this election is for a one-year term only
to allow for staggered terms in the future.
All five positions on the Board of Directors are up for re-election. You may cast all of your
votes for one nominee or distribute them as you wish among the nominees.
Each taxing unit entitled to vote must cast its votes in the form of a resolution adopted by its
governing body and submit it to me before December 15, 2023.
Please refer to the enclosed voting allocation to determine the number of votes your entity is
entitled to in this election. The nominee receiving the majority of the votes of the conservation
and reclamation districts will receive all of the votes cast by these districts.
New legislation changes the composition of the Board to include the Tax Assessor-Collector as a
member effective January 1, 2024. It further provides for three members elected by the public at
the May, 2024 election, with terms beginning July, 2024. Beginning July, 2024 our Board of
Directors is increasing from five to nine members.
