The EDC has already ordered and received the training materials. They have received oral comments from the Southeast Texas Regional Planning Commission that these expenses should be reimbursed. Nevertheless, there has not been written confirmation and the grant agreements have not been executed. If in fact the grant will not reimburse for these training materials, then the expenses will remain as an allocation against the EDC budget. Also attached is information on the training materials. No. 15522 9/14/2009 RESOLUTION NO. A RESOLUTION APPROVING THE PAYMENT OF $12,380 BY THE CITY OF PORT ARTHUR SECTION 4A ECONOMIC DEVELOPMENT CORPORATION TO THE INSTITUTE FOR LIFE COPING SHILL, INC. FOR TRAINING MATERIALS AND SUPPLIES WHEREAS, on May 19, 2009 the City Council approved Resolution No. 09-203 authorizing the City of Port Arthur to submit an application to the Southeast Texas Regional Planning Commission (SETRPC) for Hurricane Ike Social Services Block Grant funding; and WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation was notified of the Social Services Block Grant award to PAEDC in the amount of $204,059; and WHEREAS, any grant funds not used prior to June 30, 2010 must be returned to the Southeast Texas Regional Planning Commission; and WHEREAS, the City of Port Arthur Section 4A Economic Development Corporation has ordered and received training materials from the Institute for Life Coping Skills and that they have received an invoice for $12,380 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: Section 1. That the facts and opinions in the preamble are true and correct. Section 2. That the City Council of the City of Port Arthur approves the payment using PAEDC funds for the $12,380 for training materials and supplies that has been received from the Institute for Life Coping Skill, Inc. as denoted in Exhibit "A" Section 3. That the City of Port Arthur Section 4A Economic Development Corporation shall seek reimbursement from the Southeast Texas Regional Planning Commission for these expenses as a part of the Social Services Block Grant Program Section 4. That a copy of the caption of the Resolution be spread upon the Minutes of the City Council.
