R. # 15501 RECOMMENDATION: I recommend that the City Council adopt Proposed Resolution #15501 authorizing the execution of contracts between the City of Port Arthur and non-profit service organizations pursuant to the Homelessness Prevention and Rapid Re-Housing Program Grant in the amount of $564,089. BACKGROUND: The American Recovery Reinvestment Act of 2009 (Recovery Act) was signed into law by President Obama on February 17, 2009. The Act is an extraordinary response to a crisis unlike any since the Great Depression, and includes measures to modernize our nation's infrastructure, enhance energy independence, expand educational opportunities, preserve and improve affordable health care, provide tax relief, and protect those in greatest need. Congress has designated $1.5 billion for communities to provide financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized with the Homelessness Prevention and Rapid Re-Housing Program (HPP:P) under Title XII of the American Recovery and Reinvestment Act of 2009("Recovery Act"). BUDGETARY/FISCAL IMPACT: The HPRP refers to a grant received from the United States Department of Housing and Urban Development for $564,089. STAFFING/EMPLOYEE EFFECT: Funding will not have an effect on our staffing level. SUMMARY: I recommend that the City Council adopt Proposed Resolution #15501 authorizing the execution of contracts between the City of Port Arthur and non-profit service organizations pursuant to the Homelessness Prevention and Rapid Re-Housing Program Grant in the amount of $564,089. R. 15501 09/ 10/09 ME-Grants Management RESOLUTION NUMBER A RESOLUTION AUTHORIZING THE EXECUTION OF CONTRACTS BETWEEN THE CITY OF PORT ARTHUR AND NON PROFIT SERVICE ORGANIZATIONS PURSUANT TO THE HOMELESSNESS PREVENTION AND RAPID RE-HOUSING PROGRAM GRANT IN THE AMOUNT OF $564,089. FUNDING WILL BE ALLOCATED TO THE FOLLOWING ORGANIZATIONS: $ 103,393 TO SOUTH EAST TEXAS REGIONAL PLANNING COMMISSION, $243,507 TO THE SALVATION ARMY OF PORT ARTHUR, $93,885 TO CATHOLIC CHARITIES OF SOUTHEAST TEXAS, $95,000 TO ELLIS HOSPIT~ ALITY CENTER; $28,204 ALLOCATED TO THE CITY OF PORT ARTHUR FOR GRANT ADMINISTRATION. WHEREAS, the public services organizations referenced below were chartered as Texas non-profit corporations, organized to serve the needs of the citizens in the community; and, WHEREAS, the Department of Housing and Urban Development (HUD) has awarded funding to the City in the amount $564,089 pursuant to the Homelessness Prevention and Rapid Re-Housing Program (HPRP), under Title XII of the American Recovery and Reinvestment Act of 2009; and., WHEREAS, HPRP funding provides financial assistance and services to either prevent individuals and families from becoming homeless or help those who are experiencing homelessness to be quickly re-housed and stabilized; and, WHEREAS, the City Council finds it in the best interest of the citizens of Port Arthur to provide funds in the amount of $564,089 to the following nonprofit organizations: $ 103,393 to South East Texas Regional Planning Commission, $243,607 to The Salvation Army Of Port Arthur, $93,885 to Catholic Charities Of Southeast Texas, $95,000 to Ellis Hospitality Center, and $28,204 for administration to the City Of Port Arthur; and, WHEREAS, the City Council, by its adoption of Resolution Number 09- 204, (authorizing the City's HPRP grant application to HUD) has obligated itself to provide financial assistance to above referenced non-profit organizations in the city; and, WHEREAS, the City Council, is required to designate an official to sign all documents in connection with grant agreennents; now, therefore, ARTHUR: BE IT RESOLVED BY THE (:ITY COUNCIL OF THE CITY OF PORT THAT the City Manager is authorized to execute contracts with the public services organizations, in the amount of Five ]Hundred Thirty-Five Thousand Eight Hundred Eighty-Five dollars ($535,885) for the proposal outlined herein and further described in the attached contract marked Attachments 1 through 4; and, THAT said contracts are an exact duplicate of the Newly Federally funded Community Development Block Grant subrec;ipient contracts, which are the standard contracts that the city will be using, and is hereby incorporated by reference, and said changes are hereby approved. THAT a copy of the caption oir this Resolution be spread upon the minutes of the City Council.
