(ASCO) of Beaumont, Texas, through the Buyboard Cooperative Purchasing Program Introduction: This agenda item requests Council's approval for the purchase of one (1) Case PT240D Pneumatic Tire Roller for the Streets Division. Background: The Public Works Streets Division (Streets) maintains over 300 miles of City streets, including roadways comprised of asphalt pavement. Streets staff actively improves pavement conditions through the street rehabilitation program. The Case PT240D Pneumatic Tire Roller will allow crews to seal and compact road materials more effectively and efficiently for a smoother riding surface and reduce the time needed to complete the asphaltic work. The Council approved the purchase of this equipment in the 2023-2024 fiscal year budget's capital equipment schedule. The paver will be funded through the Capital Reserve Fund Account, account number 625-21-000-8522-00-00-000. Recommendation: It is recommended that the City of Port Arthur City Council approve PR 23439 authorizing the City Manager to purchase one Case PT240D Pneumatic Tire Roller for the Public Works Streets Division from Associated Supply Company, Inc. (ASCO) of Beaumont, Texas, through the Buyboard Cooperative Purchasing Program. (ASCO) OF BEAUMONT,TEXAS, THROUGH THE BUYBOARD COOPERATIVE PURCHASING PROGRAM, CONTRACT NO. 685- 22, WITH A TOTAL BUDGETARY IMPACT AMOUNT OF $151,583.25. FUNDING IS AVAILABLE IN ACCOUNT NO. 625-21- 000-8522-00-00-000. WHEREAS, the City of Port Arthur's Streets Division maintains over 300 miles of City streets, including roadways comprised of asphalt pavement; and, WHEREAS,Streets Division staff actively improves pavement conditions throughout the City through the streets rehabilitation program; and, WHEREAS,purchasing one (1) Case PT240D Pneumatic Tire Roller will allow crews to more efficiently and effectively pave during rehabilitation and remediation efforts by reducing construction time; and, WHEREAS, the purchase of the roller was approved by the City Council in the 2023- 2024 fiscal year budget's capital equipment schedule; and, WHEREAS, Chapter 271 of the Texas Government Code allows a city, by resolution of its governing body, to participate in cooperative purchasing programs such as the Buyboard Cooperative Purchasing Program as an alternative to a formal bid process; and. WHEREAS, pursuant to Resolution No. 02-341, the City of Port Arthur entered into an interlocal agreement for cooperative purchasing with the Buyboard Cooperative Purchasing Program; and. (ASCO) of Beaumont, Texas, is part of the Buyboard Cooperative Purchasing Program under contract number 685-22 and submitted a competitive quote for one(1)Case PT240D Pneumatic Tire Roller for$151,583.25 attached hereto as Exhibit A; now,therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PORT ARTHUR: THAT,the facts and opinions in the preamble are true and correct; and, THAT,the City Manager of the City of Port Arthur is hereby authorized to purchase one (1)Case PT240D Pneumatic Tire Roller Associated Supply Company,Inc.
